Research On Provincial Government Performance Evaluation Under The Concept Of Ecological Civilizationg

Since the reform and opening up,the process of industrialization and urbanization has been accelerating,and the living standard of the people has been improved.However,long term extensive economic development has brought a heavy cost to the living environment of mankind,and the problems of resource shortage,air pollution,urban space fragmentation and traffic congestion are becoming more serious.The eighteen big points clearly put forward that we should put the construction of ecological civilization in a prominent position and integrate into all aspects and processes of economic,political,cultural and social construction,and strive to build beautiful China and realize the sustainable development of Chinese nation.All levels of government as the executor of the state power,subject to provide social management and public goods,government performance management concept and mode affect the quality,the level of government performance management and the construction of ecological civilization.Therefore,research on government performance has important significance for improving the performance of government management and the improvement of ecological civilization.In the ecological civilization and sustainable development,government performance management,support and performance evaluation theory,combined with the relevant departments of the state issued guidance and evaluation index of "five in one" construction target,at the same time,by means of literature analysis,fishbone diagram and AHP method,screening evaluation index under ecological civilization provincial government performance.Through the analytic hierarchy process(AHP),we build four indicators of government performance evaluation index system of two levels,and assign index system to identify the important factors that affect the provincial government performance under the background of ecological civilization.Using the performance evaluation index system construction of ecological civilization under the background of the provincial government on the empirical analysis of Hebei Province in2010 2016 the government performance and government performance in 8 provinces in2016 and transverse,evaluation results and authoritative department issued the resultsOf the comparative analysis,the rationality of the performance evaluation index system of ecological civilization under the background of the inspection by the provincial government.The research is mainly focused on five parts.The first is an overview of the research background,research questions and research significance,and to analyze and assess the related studies at home and abroad from different angles,put forward the focus of this paper;the second part is mainly to define the concept and connotation of ecological civilization,sustainable development,government performance evaluation theory,introduces the necessity and rationality the use of the theory of sustainable ecological civilization under the background of government performance evaluation,lay a theoretical foundation for the government performance evaluation index selection;the third part is mainly constructed by analytic hierarchy process of the ecological civilization under the background of provincial government performance evaluation index system;the fourth part is the empirical analysis of the comprehensive performance of Hebei Province in recent years the government performance and in 20168 the provincial government,analysis of the ecological civilization construction achievements,and to test the rationality of the evaluation index system The results show that the evaluation results;and the authorities issued results prove the rationality of the evaluation index system of performance management;the level of the Hebei provincial government in recent years has increased,but the nationwide ranking is relatively backward;government performance under the background of ecological civilization is mainly reflected in the ecological environment protection,ecological environment and economic development the coordination and other aspects,and the Hebei provincial government in environmental protection and administer great determination,invest a lot of manpower,environmental protection,ecological restoration,air pollution control work.In the process of social and economic management,the government should set up the correct development concept,change the theory of GDP hero only,and pay more attention to the quality and ecological benefits of economic development.At the same time,in order to speed up the pace of ecological civilization construction and improve the scientificity of index system,we should pay more attention to ecological indicators and appropriately reduce the weight of economic indicators in the process of index system construction.The fifth part is mainly based on the results of governmentperformance evaluation and empirical analysis,revising and improving the evaluation index system;the sixth part puts forward the limitations of this study and the focus of future research.
