Research On Crisis Management Of Police Public Relations In China

With the further development of our country's social civilization and the awareness of the people's rights,the construction of police-citizen relation is facing new challenges.The public also has new expectations for the construction of police-citizen relation.Police organizations are paying more and more attention to crisis management of public relations.Based on the concept of crisis management,the category of the crisis management of police public relations and the characteristics of the crisis of police public relations,this paper expounds the necessity of the crisis management of police public relations by using case analysis and literature analysis.It also analyzes the current achievements of the crisis management of police public relations in China.There are some problems in the management,such as imperfect early-warning mechanism,inadequate communication of information,low efficiency of crisis disposal,inadequate recovery construction,and the crisis consciousness needs to be promoted,the idea of information communication is backward,lack of crisis response capacity,and the misunderstandings of post management.This paper analyzes the causes of these problems.The author conducts case studies on different types of police public relations crisis which are known to the public.Through the case analysis,the author puts forward the corresponding countermeasures for the crisis management of police public relations in China.The main countermeasures include :putting the crisis management at the height of the strategic development;setting up the concept of "full police participation”;improving the consciousness of the crisis management of police public relations by changing the idea of public opinion propaganda work;strengthening the crisis warning mechanism,the coping mechanism,the evaluation and repair mechanism;forming the whole process of the crisis disposal mechanism;setting up a crisis response system to improve the information disclosure mechanism for crisis management of police public relations;constructing the communication and coordination mechanism with the media during the crisis control by improving the construction of public opinion system in crisis management,fostering communication strategies and skills,and guiding the media publicity attaching importance to the support system of crisis management of police public relations which includes strengthening the system guarantee of crisis management,improving the organization safeguards,providing safe and efficient technical support and providing professional resource guarantee.China has a large professional police team with numerous personnel,complex organizational structures,and complex management issues.Therefore the police organization must consider the question from various angles and find out the ways which could improve the level and ability of the crisis management more scientifically and efficiently,and establish a better organization image and to ensure the overall function of the police organization.
