| Relying on mobile Internet and big data technology,online car-hailing plays a crucial part in economic development and social construction in China,however,it is not the product of sharing economy.In practice,there are mainly three kinds of operating modes in online car-hailing company:subject-related operation mode,intermediary operation mode and hybrid operation mode.Regardless of operating modes of online car-hailing,information asymmetry,negative externality and problems about public security cannot be ignored.Therefore,it is necessary to regulate.Interim procedure and implementing rules from various regions on online car-hailing just aim at subject-related operation mode.Strict quantitative restrictions and irrational determination of freight rates lead to a controversy about how to regulate online car-hailing.In fact,we are supposed to neither stiffly follow regulatory path of traditional taxi nor make it totally marketized.Regulatory authorities should guide online car-hailing to develop in a healthy and ordered way by changing concepts of regulation,establishing measures according to three different operation modes,supervising enterprises and their drivers,reforming regulatory methods such as properly lower permissive conditions on vehicle and driver,take full advantage of information regulation. |
