The Study On The Local Supervision System Of The Song Dynasty And Its Modern Reference

The local supervision system in the Song Dynasty occupied an important position in the history of the feudal society supervision system in China.It followed the local supervision system during the Han and Tang dynasties,and also formed a local supervision system with its own characteristics,which had an important impact on the Ming and Qing Dynasties.The local supervision system in Song Dynasty was chosen as the object of study,because it effectively curbed the censors that could form the local separatism by the authority to and safeguarded the national unity and political stability.At the same time,this research focus on the local supervisory system of the internal structure,the balance of supervision power and the influence of political climate on the efficiency of building a clean government.This article is mainly composed of three parts: introduction,text,and conclusion,which are closely interconnected and logical.The introduction part summarizes the topic selection background and significance of the local supervision system in the Song Dynasty,the research status at home and abroad,the research ideas and methods,main contents and innovation points,so as to reflect the value of this paper's topic selection,and then lead to the main part.The body part consists of five chapters,the first chapter of mainly refers to the origin of the local supervisory system of historical status,through the systematic analysis of the local supervisory system of the Song Dynasty's origins and its historical roles to realize the inheritance and development of the monitoring system and the long history of Chinese supervision system.The second chapter and the third chapter of mainly analyzes the local monitor system in Song Dynasty and understands local supervision of the Song system structure,the function of supervision,the supervision scope,the supervisory personnel selection and other content.It makes a foundation for the next step which analysis the in-depth characteristics of the localsupervisory system of Song Dynasty and its historical function.The fourth chapter mainly relates to the characteristics and historical roles of the local supervisory system and summarizes Song Dynasty's local characteristics of the supervisory system through combing with the second chapter and the third chapter: structuring a full range of monitoring and anti-surveillance network.The executive power combines with supervision power,which leads to a low efficiency and high corruption;the functions of a wide range of supervision departments plays several roles;the decentralization of the supervision power maintains the authority of the central government Mutual checks and balances of supervisory officials;supervision management system is increasingly mature and complete;monitor system implementation impacted by the political climate.These characteristics,historical functions and limitations of the local supervisory system in Song Dynasty made us realize the uniqueness and status of the local supervisory system in Song Dynasty,and we could benefit many experiences and lessons from it.The fifth chapter mainly refers to institutional inspiration and experience from the supervisory system in Song Dynasty which concerned with the current state supervision system reform.We hope that it will provide us some useful references for the construction of the current supervision system.The third part,as an epilogue,mainly summarizes the conclusions of this study.General secretary Xi Jinping pointed out that "It is meaningful to deepen reform of supervision system,the pilot work in the country,the formation of the national,provincial and municipal,County Commission,Party discipline inspection organs offices,to achieve a full coverage of all police officers exercising the public power supervision.” In the third Plenary Session of the 19 th CPC Central Committee.The party clearly pointed out that "It is a profound change to deepen the reform of the party and state organs and promote the modernization of the national governance system and governance capacity."
