Agricultural And Rural Policy In The Shaanxi-gansu-ningxia Border Region During Yan’an Period And Its Enlightenment

China is a large agricultural country with a majority of rural population.The agricultural and rural policy is an important means to promote the development of rural economic construction,is an important foundation for socialist construction,and is an important work for realizing affluent peasants and narrowing the gap between urban and rural areas.Since the agricultural and rural policies implemented by the Communist Party of China in the Shaanxi-Gansu-Ningxia Border Region have achieved great constructive achievements during the Yanan period,this paper takes the relevant agricultural and rural policies of the Border Region as research subjects,systematically sorting out the implementation environment and specific contents of the Communist Party’s border area policy during the Yan’an period,and using comparative research methods to summarize the practical achievements of the agricultural and rural policy in the Border Region and the reasons for its achievements.Finally,it draws useful inspirations for China’s current agricultural and rural policies.This article analyzes and summarizes the research status of existing literature and data of agricultural and rural policies in the Shaanxi-Gansu-Ningxia Border Region at home and abroad,and elaborates the significance of the topic and the research background of the thesis.It also introduces the research methods and innovations adopted in this paper.The first chapter of the main text summarizes the natural environment and social environment of the rural policy of the Shaanxi-Gansu-Ningbian area at that time.This is the precondition for studying the policy of agriculture and rural areas in the Border Region.The second chapter summarizes the agricultural and rural policies of the border areas systematically and comprehensively.They are land policies,agricultural reform policies,cotton-planting and animal husbandry policies,financial policies,rural labor policies,and policies for mass production,it aims to explore the basis and purpose of policy formulation.The third chapter uses the comparative research method to analyze the actual situation of the border areas before and after the implementation of the policy,This paper mainly studies the achievements of the implementation of border area policy from five aspects,it mainly reduced the burden on the farmers in the border areas,broke the system of small-scale farming in the border areas,improved the living standards of the farmers in the border areas,promoted the production of agriculture in the border areas,and increased the revenue of the border government.Chapter IV analyzes in depth and summarizes the reasons for the achievements of the border area policies,including adjusting to local conditions and changing over time;comprehensive development of agriculture,industry,and commerce;diversification of economic components,coordination of the interests of all classes in rural areas;highly organized rural labor force;pay attention to the popularization and investment of science and technology.The five chapter through a comparative study of the rural and rural conditions at that time and at the present stage,Sort out the common features and links between the two,from the experiences and deficiencies in the formulation and practice of the border area policy at that time,six points of usefulness for current agricultural and rural construction policies and economic development were drawn,respectively are the enlightenment of policy making and implementation process,promotion of land scale and construction of an intensive agricultural system,effective adjustment and organization of rural labor force,improvement of rural finance,encouragement of farmers to diversify rural economic development,cultivation of high-quality talents,and strengthening of agricultural and rural science and technology innovation,rural economic construction must be based on ecological protection.
