Research On The Legal Problems Of The Planning Of The Beautiful Countryside Construction

The goal of our country's rural construction is bring the beautiful countryside to reality at this stage.The beautiful countryside is the upgrading and expansion of the new rural construction.In 2013,the document No.1 of the Central Committee put forward "to strengthen the environmental protection and comprehensive improvement of rural ecological construction,and strive to build a beautiful countryside".The eighteen and nineteen major reports also point out the specific direction of building beautiful China.Beautiful countryside is an important content and embodiment of beautiful China in the rural area.Basic on the status of rural construction in the process of rapid urbanization and industrialization in recent years,through the cognition and combing of the legal problems planned in rural construction and the necessity of rational planning in beautiful countryside,the meaning of "beauty" in the beautiful countryside is reflected in the beauty of the countryside,the harmonious beauty of the society and the ecological conditions,the beauty of living environment and the cultural environment.Through the analysis and exploration of the legal problems of rural planning highlighted in the construction of beautiful countryside,and corresponding to the connotation of beautiful countryside,it is concluded that the rural planning is mainly covered by the four aspects of pollution prevention and control planning,land use planning,rural energy planning and historical and cultural relics protection planning,forming a unified rural planning system.In this paper,the four aspects of planning problems,such as the status quo,causes and other theoretical analysis and elaboration,proposed solutions to the legal problems of the corresponding countermeasures.On the basis of the general methodology of materialist dialectics,this paper studies the legal issues of the construction of beautiful countryside.In order to achieve the purpose of the above research,the paper first studies the legal problems in the construction of beautiful countryside and the development and evolution of beautiful countryside,and uncovers the principle of the legitimacy of the rural planning and the principle of the rural planning.The inner requirements of the beautiful countryside concept,finally extract the four aspects of rural planning pollution prevention and control planning,land use planning,energy planning and historical and cultural heritage protection planning.This paper explains the current situation and reasons of various types of legal problems in rural planning,and makes text research and theoretical analysis on the lack of effective regulation of legal problems in rural planning in the present legal system,in order to realize the "Four Beauties" in rural areas,and to put forward the shortcomings of the legal system.It is suggested that the scientific and feasible legal measures can be obtained through the collation and research of the relevant literature on the existing rural planning legal issues.The first part of this article is the introduction part,which explains the background,present situation,purpose and research methods and ideas of the paper.The second part briefly expounds the basic cognition of the legal problems in the construction of beautiful countryside,reviews the development and evolution of beautiful countryside,refines the concept of beautiful countryside and realizes the country "." The requirements of the "Four Beauties" and the justification of the beautiful countryside idea in response to the reasonable rural planning are to precipitate the system construction of the beautiful countryside construction planning;the latter four parts are oriented to realize the "Four Beauties" in the beautiful countryside,which are classified as rural pollution prevention and control planning,land use planning,energy planning and historical and cultural relics.The planning of trace protection is corresponding,the legal problems of rural planning are analyzed,the legal problems and reasons of each planning are systematically analyzed,and the suggestions on the shortage of rural planning are put forward in combination with the requirements of "Four Beauties" in the beautiful countryside construction,and the relevant legal countermeasures are put forward by sorting out the relevant documents.
