Civil servants' cognitive biases refer the phenomenon that when deal with information during the administrative activities,civil servants' the understanding and choosing information parts appear to be inconsistent with the actual situation,leading to the faults in work.The research on civil servants' cognitive biases in government administrative activities and government affairs integrity behavior can not only enrich the government performance management and other related theories,but also reduce the cognitive biases of civil servants,enhances the working efficiency of the civil servant in the administrative activities,and then heighten the level of the government affairs integrity behavior.On the basis of literature review and open-ended questionnaire,we compiled a questionnaire which has high reliability and fair validity to measure civil servants' cognitive biases in the administrative activities.By this questionnaire,we investigated the status quo of 418 civil servants,and analyze the relationship between civil servants' cognitive biases in the administrative activities and government affairs integrity behavior.In the end,we intervened in the dimension of civil servants' cognitive biases in the administrative activities by the behavior simulation experiment and explore the relationship between civil servants' cognitive biases and locus of control and government affairs integrity behavior.Conclusions of this study are as follows:(1)civil servants' cognitive biases in the administrative activities has two primary dimensions of understanding biases and selection biases,including fuzzy information understanding biases,clear information understanding biases,active selection biases and passive selection biases.(2)The average score of civil servants' cognitive biases in the administrative activities is 2.630,and it is influenced by gender,age,birthplace,educational background,political status and other demographic variables.(3)There is a significant negative correlation between civil servants' cognitive biases and government affairs integrity behavior,and civil servants' cognitive biases has a negative predictive function for government affairs integrity behavior.The civil servants' cognitive biases plays complete mediation effect between the locus of control(the influential people and opportunities)and government affairs integrity behavior.(4)There is a significant difference between high and low groups of civil servants' cognitive biases in government affairs integrity behavior.In addition,it is helpful to reduce the level of civil servants' cognitive biases and in turn improve the government affairs integrity behavior by counseling and education to the high group.In conclusion,this study uses many kinds of methods to preliminarily research the civil servants' cognitive biases in the administrative activities,so that it can provide the thought and direction for further study of government management from the perspective of servants' cognitive biases and government affairs integrity behavior.
