The overstaffing of the personnel has been a serious problem in our country.The problem of overstaffing of the government institutions in our country is mainly concentrated in the county and township level two,and the phenomenon of the township overburden is the most serious.Since the founding of the people’s Republic of China,the staffing has been simplified many times,but it is difficult to get out of the circle of "simplification expansion passion expansion" for a variety of reasons,and at the same time,it can not fundamentally solve the problem of personnel overstaffing.The nineteen report pointed out that we should "make the most of all kinds of resources compiled",which provided a train of thought for solving the problem of government organization.The preparation of management can ensure that the government agency personnel arrangement has been effectively controlled,and avoid the expansion mechanism and more personnel than work available.This paper mainly studies the overbooking of township institutions in W county.On the basis of the theory of public choice theory,new public management and the theory of dividing power and balance,this paper mainly uses the theory of public choice theory,new public management and the theory of decentralization and checks and balances,and analyzes the problem of the over compilation of the township institutions in S Town,W County,based on the theory of public choice theory,new public management and the theory of decentralization and balance.There are many reasons for the overstaffing of township institutions in W county.First,the mixed post and mixed post leads to overstaffing.The reason is the problem left over by history.With the passage of time,the functions of the township institutions have increased and the workload has increased.However,the Organization Department has not adjusted it in time.Two is that the difficulties in the reform of the personnel of the township organizations have led to the overburden: three is the entry.This is due to the lack of strict control of the system,which is due to the leadership and decision-making power of the township leaders.Some of the departments and units in the township institutions are weak in the concept of leadership policy and law and discipline.Under the circumstances of violation of the policy provisions,the leaders of the Township organizations have been overworked,the leading cadres are prepared by super functional numbers,and the township institutions are prepared.The four is that the weak management of the real name system leads to the Overwork of the township institutions;the five is that the supervision mechanism of the organization and management is not perfect,which leads to the overburden,and some related functional departments have violated the rules and regulations of the organization,organization and personnel work policy of some relevant functional departments,or they are blind,indifferent,or is hindering to the situation,palliative accommodation,inadequate investigation and investigation,and finally,the organization,personnel,finance and other departments and the discipline inspection and supervision organs have not established a sound mutual restriction,mutual inspection and mutual supervision mechanism,which has contributed to the overstaffing of the staff of Township institutions.This paper,aiming at the reasons for the problem of the township institutions overstaff,puts forward the scientific verification of administrative compilation,the proper classification of the mixed and mixed workers,the innovative working methods and other countermeasures to solve the mixed and mixed post problems,promote the reform and superscript personnel of the reform of the township institutions,strictly carry out the customs,carry out the public recruitment and responsibility for the violation of the violating people.The implementation of the real name system;and actively promote the establishment of the audit work,the use of "Internet plus" technology to strengthen the management of the organization and the staff and actively construct the corresponding countermeasures and suggestions for the work of supervision and inspection mechanism of the new system.
