| The collapse of the "Soviet building" and the influence of the important Eurasian geopolitical strategy of Central Asian countries have brought historic opportunities and challenges to Turkey.For the West,Turkey’s position as a frontier position for the Soviet Union to the south no longer exists.For Turkey itself,the disintegration of the Soviet Union has created a power vacuums in the newly independent Central Asian countries.This undoubtedly frustrated the pro-Western strategy,and Turkey,which has a traditional Ottoman power complex,provided an opportunity for the reshuffling of international power subjects.Based on the needs of national interests,Turkey changed its diplomatic policy from a relatively strong all-out diplomatic attack against the Central Asian countries in the early post-Cold War period to a moderate and pragmatic foreign policy in the context of the "eastward" diplomatic strategy after the AKP came into power.It is not only the objective demand of the international situation,but also the realistic consideration of Turkey in order to realize the goal of effective national interest.At the beginning of the cold war,Turkey’s secularism and market economy were very attractive to the new Central Asian government.Turkey helped the Central Asian countries develop their economies mainly through direct aid,and the frequent exchange of visits between the two sides strengthened political mutual trust.However,the main way of "infiltration" is to use the "Turkish model",which is compatible with the idea of Islamism and modern democracy,to attract the identity of the Central Asian countries through the common historical,cultural and religious traditions and so on.At the same time,combined with the help of Western countries,to achieve comprehensive expansion in Central Asia.Turkey’s strong policy continued until the end of the 1990 s,gradually by the Central Asian countries repelled and excluded.At the turn of the century,with the changes in the international situation and the coming into power of the new political party in Turkey,the security issue has become a major concern in Central Asia.In the face of Turkey’s strong expansion,Central Asian countries have adopted a more conservative policy and turned to Russia to establish astrategic alliance.Therefore,the comprehensive expansion of the Central Asia policy is no longer in Turkey’s national interest,and the "east-west",moderate and pragmatic policy of activism has become a strategic priority for Turkey.Turkey’s policy on Central Asian countries can only be based on "congenital" traditional factors such as the common history of both sides,religion and so on,and the realization of "Turkey dream" is only limited to the game of participation in Central Asia as a regional power.But because Turkey is moving further away from the path to EU membership and considering that security will be an important issue in the future,the "look east" strategy under "both East and West" will only get more attention.By combing the policy of Turkey in Central Asia after the Cold War,this paper studies its development and change trend,and preliminarily discusses the influence of the change of the policy of Central Asia of Turkey on China’s Central Asian policy,especially on the maintenance of social stability in the border areas of China. |
