Study On The Function Transformation Of Urumqi Municipal Government Under The Background Of Social Governance

This article put forward by the party 18 countries since the big comprehensively deepen reform,speed up the transformation government function and a series of policy deployment as a guide,to "innovation of social management system" and "promoting the modernization of national management system and management ability" target as the background,the reform of the Urumqi city government function change.The purpose is to actively deal with a series of "developing problems" in Urumqi during the transition period,and to realize the orderly co-governance between the government and the society through the transformation of government functions.In order to make recommendations and suggestions to achieve long-term stability of Urumqi.By using the method of literature research,this paper summarizes the concepts of social governance and the transformation of government functions.Through deductive reasoning,the relationship between social governance and the transformation of government functions is further identified.To analyze the changes in the functions of the Urumqi Municipal Government since the 18 th National Congress in terms of institutional reform,simplification of government administration,decentralization of power,attention to peopleundefineds livelihood,financial input,and social stability.It is concluded that the Urumqi Municipal Government has made remarkable achievements in the transformation of its functions.But at the same time,the phenomenon of "offside" and "vacancy" still exists in the process of the transformation of government functions,the consciousness of government service is weak,the financial input in the social and public fields is still insufficient,the system is not sound,and the social instability still exists.Through the use of multidisciplinary analysis,we find out the reasons for the problems and put forward suggestions for the transformation of the functions of the Urumqi municipal government in the future.In order to adapt to the new era,new changes,new contradictions,meet the needs ofdifferent levels of social groups,play a role in social governance,serve the masses well.
