In the period of rapid development of Chinese business associations,business associations has grown substantially in size and is felt in almost every aspect of the national economy,constituting an important force in China's economic and social development,and an important bridge between the government,the market,and society.As the economy and society evolves,it is vital for business associations to carry out the "market-oriented,service members" oriented revolution.In July 2015,the "Overall Plan for the Uncoupling of Trade Associations from Chambers of Commerce and Administrative Agencies" was launched,which unveiled a new round of delinking reforms between business associations and administrative agencies,mainly in terms of institutions,functions,assets,personnel,party building,and foreign affairs".It is an important issue that how to build organizational capacity after the business association is deconstructed.This paper adopts the case study method and takes the Shenzhen individual(Private)Workers' Association as a research case.Through in-depth interviews,it is shown that Shenzhen's individual(private)laborers' association have encountered several problems while building up organizational capacity after the De-bureaucratization reform.This article mainly studies from three different perspectives which are internal governance capacity of the association,the ability of serving members,and the ability to develop resources.The Shenzhen Individual(Private)Workers Association has accomplished a number of achievements in its organizational capacity building through a series of internal and external reform measures: First,in terms of internal management,the Association implements a democratic office,takes the member representative assembly as the highest authority body,implements the resolutions of the member representative assembly,improves the work system of the board of directors,and gives full play to the role of the board of directors.It separates the power of representation,execution,and supervision.They supervise and control each other,establishing a clear internal organizational structure;through a series of drastic reforms such as the standardization of work processes,the improvement of rules and regulations and selection,the association further consolidate the organizational foundation,enhance the working ability of employees,and gradually improve the working institution;the financialmanagement was put in place through the establishment of financial systems and the standardization of routine working procedure;Second,regarding membership services,the association takes the deepening of membership services as its core.After many years of exploration,it has expanded a number of service projects,such as providing social security services for individual workers,and building a unique brand effect for social security services;The Association produced high-quality financing products and implemented precise financing services.Third,in terms of resource development capabilities,the Association continuously strengthens communication with external agencies and governments,and seeks certain external resources for members and themselves.However,at the same time,there are also difficulties in organizing capacity building,such as the difficulty in talent,access to resources,and service variety.On the basis of in-depth understanding of the issues and causes,the paper further proposes countermeasures and suggestions for improving the existing problems in the organization's organizational capacity building,including building a talent training system,developing service projects,and developing multi-channel development models.
