Study On Government Interest In Public Policy Making

Chinese government is in order to serve for the people,and it always represents the fundamental interests of the greatest number of people.Government with public power specific public policy to the relevant interests of stakeholders to the society to improve and adjust,during the process of the specific policy,the goverment of China is based on public interests as the main orientation of course,but still there is the opportunity to the possibility of expansion of its own interests.In recent years,with the core of Xi JinPing,general secretary of the CPC central committee and premier Li KeQiang to center the leadership of the Chinese government is promoting a new round of reform of administrative system,push forward and to delegate work,the policy of the government behavior is more and more specifications,also more and more agree with the needs of the public interest.Firstly,this article gives a brief explanation of public policy and public policy making,and puts forward the author’s own understanding of the meaning of government interest on the basis of obtaining the results of many academic predecessors’ analysis of government interests.The author thinks that: Government interests is refers to the government in daily activities the sum total of all kinds of social resources,including the government to perform the functions it necessary to possess the reasonable interests and in some cases the pursuit of personal gain,this paper studies is that the government might pursue self-interest.Secondly,it explains the interests of the government from three aspects: the personal interests of the officials,the interests of the departments and the interests of the government organizations as a whole,and then analyzes the reasons for the existence of the interests of the government in the formulation of public policies,mainly from the ethical level.There are three fundamental reasons to explain the system.Finally,the author puts forward some suggestions to reduce the scale of government interests in the policy formulation for the above reasons.
