The Study Of Guangzhou Compulsory Isolation Detoxification Whole Received And Treated Mode

The "People’s Republic of C hina Drug Law"(referred to as "drug law")which promulgated in June 1 of 2008,creatively set up a system of compulsory isolation detoxification,and so as C hina’s most important rehabilitation measures in the future.In the past,public security organs were in charge of compulsory detoxification and the judicial organs in change of labor reeducation.Now the system integrates the two different measures of detoxification,make it clear that the public security organs is the forced isolation treatment decisions organs,and the compulsory isolation detoxification centers as the execution department.It was a major advance in the drug rehabilitation system.The "State Department Drug Regulations"(referred to as the "Drug Regulations")which promulgated in June 26 of 2011,proposed that the compulsory isolation detoxification should be executed by the pub lic security organs and judicial organs in different stages,and the mode as follow: the compulsory isolation detoxification is executed by public security organs in the first 3 months to 6 months,and then the compulsory isolation detoxification centers running by the judicial organs has continued to implement the remaining period.To a considerable extent,the "Drug Regulations" eliminate this progress.Practice shows that this dual management system leads to the public security organs and the judicial ad ministrative departments of the two overlapping functions,at the same time bring cohesion bull management,long approval,repeated construction,place is not smooth,the law enforcement standards are not uniform and so many problems,which restrict the effective development of compulsory detoxification management.In this paper,the government process reengineering as the theory,think stage received and treated model of “drug regulations" is not consistent with the reality needs,the need for process optimization,and process optimization after the forced isolation treatment from the whole model as the research object,based on the nearly seven years of practical experience of Guangzhou Tangang compulsory isolation detoxification center,and bring up the innovative medical dealing,education level of treatment,physical therapy and other aspects of management,to constantly improve and perfect the characteristics of the whole received and treated mode of Guangzhou.Finally,we analyze and predict the direction of the admitted work in compulsory isolation detoxification,and bring up the idea that the judicial organs should be the one and only management departments of the compulsory isolation detoxification centers,based on the successful experience of the whole treated pattern in the past 7 years in Guangzhou.
