The Research Of "Multi-governance" In Marginalized Village

The third plenary session of the 16 th Central Committee proposed a strategic planning,which is coordinating the regional development and balancing of urban and rural development,to realize the comprehensively coordinated development and promote common progress.Marginalized village lies in fringe area of an administrative district or the convergence zone of several administrative areas,where the development planning is easy to be ignored.A long distance away from core development area makes marginalized village lacking of development opportunities and weakening the accumulation ability of investment,which will make the village become a “leak” in whole development plan.Based on these,marginalized village development should be regarded as an emphasis of overall regional development.Only when marginalized village is well developed can all-round development in its area truly achieved,and balance of urban-rural development be realized effectively.Economic marginalization is the most prominent feature of marginalized village,also the main cause of governance predicaments.Economic marginalization lead to inefficiency of governance subjects and social development losing energy,which give rise to several governance predicaments,such as the lost governance rights of village-level organizations,resource shortage of economic development,underdevelopment social organizations,and so on.The existing mode township government ruling in marginalized village caused many governance troubles like single governance subject,disordered governance structure,and absence of institutional development,which means the old mode has been unable to solve the complex problems of governance,village governance urgently need a new governance mode.“Multi-governance” is a new exploration in the field of governance,an effective model to solve complex public problem in current society.“Multi-governance” is a blend of polycentric governance theory and cooperative governance theory,those frontier governance theory focus on the diversified governance subjects and consultation governance.“Multi-governance” have the diversity governance subjects,systematic governance structure and institutionalized procedure,which can promote the diversified development of governance subjects,optimize the governance structure,and construct a grass-roots consultation system in marginalized village.That will improve governance problems effectively,and get marginalized village out of trouble.To build “Multi-governance” in marginalized villages should grasp the points of “good governor”,“benevolent governance” and “harmonious governance” as the basic principle,should give full consideration to marginalization features and the village’s reality.Building “Multi-governance” in marginalized village is not only a new exploration of rural governance,also a sinicization and localization of frontier theory,which has certain significance in practical activity and theory development.
