The Study Of The Inclusive Management Of Marginalized Communities From The View Of New Urbanization

Since 18 th National Congress of the Communist Party of China,Chinese entered a crucial stage of reform.The new urbanization undertakes the historical mission of economic development.The 19 th Party Congress Report clearly express that to build China into a civilized and harmonious socialist modernization through two steps in the middle of this century.Urbanization,as a significant index of modernization,play an important role in the process."Human-oriented" and constantly promoting the all-round development of human beings is not only the requirement of the 19 th Party Congress Report on the ruling concept,but also the value standard of community governance in the process of new urbanization.The marginal community,as a special community during Chinese urbanization process,contains certain characteristics of city communities and continue some attributes of rural communities.However this "Dual Identity" in the sense of social governance is rejected by city management and rural governance.As a result it is the fringe-Community.Therefore,in a certain period,the governance for the fringe communities is often "rough",through the compulsory intervention of administrative methods to get a comprehensive control of community affairs.Now the comprehensive promotion of new urbanization has become the most significant development in China.The value concept like "Human-oriented" has penetrated into aspects of social governance innovation,and even become the core part.Obviously,from this point of view,the original control mode of the fringe community is not able to adapt to the realistic requirements of the innovation of social governance under the new urbanization background.In this case,where is the road of the fringe community governance? We still seem to be able to explore the feasibility of institutional and value aspects along the conventional research method.However,the understanding and application of Inclusiveness Theory provide a different perspective for this research.If the community management mode is the application of a rational tool at the governance of fringe community and the purpose is to keep the fringe of society and groups "steady",then the concept of inclusive governance will be the value rationality and technology rationality perfect fusion of social governance.Therefore,the research focuses on the analysis and construction of the inclusive governance of the fringe community.In my analysis,macroscopically follow the sequence of the new urbanization,the urbanization of the community and the fringe community,the national governance system of inclusive governance.Then combine the theory of inclusive governance and the fringe community and express the core theme of inclusive governance from the perspective to fit new urbanization.At the specific level,the first I make a detailed review of the development history of the fringe community governance and state the predicament in the current governance to provide necessary preparation for the subsequent innovative interpretation.Then analyse comprehensively inclusive governance logic of the fringe community,which includes the interpretation from four aspects of the governance body,content,process,outcome of governance governance and the four dimensions of perception of the actual function including the improvement in efficiency,pluralistic participation,cultural identity and the relationship construction.And also contains the list of specific services from four aspects,basic public services,public services,people’s livelihood career of public services,public safety service.Thus,we will present a comprehensive understanding and analysis of the inclusive governance of the fringe community.At the same time,we have to make it clear that fringe communities is a unique product under the background of China’s new urbanization,but it also needs to learn from advanced regions’ experience in building similar communities.We will study the example of United States,United Kingdom and the Taiwan area.On this basis,to innovate the modle of the construction of inclusive governance in the fringe community.On the basis of the above research,we need to strengthen the construction in four aspects: the inclusive opportunity,the inclusive subject,the inclusive structure and the inclusive institution.The inclusive opportunity is to offer the fair opportunity to fringe communities and residents participate in the city development and sharing the fruits of development.The inclusive subject trend to set up a multi-subjects governance network,the key is to change the functions of the government and activate social forces.This is the positive response to the shift of social governance;the inclusive structure base on subject inclusive to build a cooperative governance system.The inclusive institution provide normative support for inclusive governance reform through the system construction.It should be saidthat this four-dimensional inclusive construction is complementary to each other and mutually unified.The opportunity inclusion is the foundation and the subject inclusion is the condition,the structure inclusion is the frame,the institution inclusiveness guarantees,thus form a complete and comprehensive reform path.Hence,the marginalized communities and inclusive governance have always been intertwined thro ugh the paper,moreover the dilemmas within could be conceived as the starting point while the inclusiv e governance system is the key.If the “good ” of “good governance” has been embedded in the tradition al Chinese culture ever since,in this sense,in the context of marginalized communities,“harmony” coul d be construed as the core of the inclusive governance,which roots in the depth of the traditional culture.Alongside with the transforming into the modernized communities,getting the farmers ans migrant wor kers involved in the modernization should be the joint efforts of the governments,scholars and the socie ties.Furthermore,when confronting the setbacks of traditional governance patterns,the establishment o f a brand new mechanism which conceived that the cities embrace countrysides,the modern contains tr aditions and the authorities could not surpass rights is crucial.
