The Research Of Status Of Subsistence And Rescue Of Prisoner’s Children In Guangzhou

Nowadays,China is in a period of social transformation between the traditional society and the modern society.In the whole country,there are large-scale population flows in different regions as well as rural areas to urban.The diversity of moral concepts,the gap between the rich and the poor,and the differences of interests caused by the changes in the social structure could strengthen the social contradictions.When social contradictions are sharp and it’s difficult for interest appeals to dredge from legal channels,it is likely to produce illegal and criminal acts.The rise of crime rate,which’s in addition to the increase the number of prisoners,also leds to a special group ——prisoners’ children.Parents serve sentences,which leaves their children with heavy psychological injuries and mental burdens.According to the data from investigation report on the basic situation of prisoners’ children by the Ministry of justice in 2005,the total number of prisoners’ children in our country was over 600 thousand,and 94.8% of them did not receive any form of social assistance.Most of them were in the state of dropout,wandering and begging,and the rate of crime was far higher than other children.And 70% of prisoners’ children become criminals like their parents.This marginalized group of social governance lack social concern,which also have an important impact on social stability and development.In this inclusive and open coastal city in Guangzhou,what kind of assistance actions have been carried out to this special group,such as the judicial and civil affairs departments of Guangzhou,non-governmental organizations,enterprises and citizens,in the existing living conditions of the children of the prisoners? What is the result of it? This is the core issue of this article.Based on the theory of cooperative governance,this paper researched the living conditions and actual needs of prisoners’ children in Guangzhou.Combining with the current situation of rescue of Guangzhou municipal government,social organizations,people’s organizations and other assistance subject,referring to typical relief measures in other areas,the gap between the demand of Guangzhou for prisoners’ children and the supply of other government departments.This paper has some suggestions:(1)to establish a standard system for ensuring the rescue mode of juvenile children,(2)to remote the phenomenon of cut-throat compete and single center,and to expand the space of sharing information and other resources;(3)to pay attention to the diversity of the contents of the rescue and improve the performance appraisal mechanism;(4)to focus on the disadvantaged groups at the grass-roots level and the joint community,and try to return the responsibility to family.
