| The integration of China Coast Guard in 2013 led to an end of the situation of “five dragons governing the ocean” and it plays a more and more important role in ocean governance.Based on the frame theory,combining with historical background and national marine policy,this thesis makes both quantitative analysis and qualitative analysis on the material in China Ocean News in the recent five years;namely,from 2013 to 2017,so as to conduct a study in the media framework of coast guard report.Since the establishment of Coast Guard in 1988,news about coast guard has been experienced three major changes: from 1988 to 2007,when Coast Guard was established,reports were focused on their cracking down on marine smuggling;from 2008 to 2012,after the Beijing Olympics,the concentration of the reports has turned to maritime security as well as the complexity of ocean governance;since the integration of China Coast Guard in 2013,themes on coast guard have become more abundant than before,but some certain problems still exist.According to the study,the quantity of the coast guard reports has been increasing rapidly.Derived from authoritative sources,they often have high credibility in forms of messages and communications.Besides,they mainly cover the first two pages.Reports about coast guard highlight the themes like safeguard rights and marine laws enforcement.The news texts have a complete schematic structure,and they pay much attention to the result rather than the background,in which descriptive frames are more than argumentative frames.The reports have shaped a gorgeous image of the coast guard from the perspective of safeguarding rights and laws enforcement,construction,service and so forth,which has a great effect on positive publicity of China Coast Guard.Nonetheless,in the first five years of its integration,it has also been faced with numerous problems in the process of reformation and plenty of difficulties in practical work.Moreover,reports about the toughness of coast guard are scarce.Hence,it is believed that there are some inconsistences between the reports about coast guard in China Ocean News and media and social reality,which mainly result from the regulations of national policies,limitations of organizational framework of media,influence of the individual cognitive framework of the journalist as well as the objective difficulty of information acquisition,Stay away from entertainment news,and so on.With the regard of the improving approaches to the coast guard reports,improvement measures are put forward from the perspectives of the nation,the organization of the media,the coast guard and the technology.In the perspective of the nation,the government should respect the consistence of the Party and the masses as well as the regulation of journalism and communications.In the light of the media organization,it should increase the depth of the news and serve the national strategies better.Besides,coast guard interpretation should be based on a certain background of the hot topics,insisting to the combination of positive publicity and public supervision.From the perspective of coast guard,self-image should be built up by shaping typical examples;moreover,a more professional team should be built by collecting social resources.As for technology,China Ocean News should set up a special column for the coast guard so as to improve the systematicness of the reports.The ability of information study and judgment should be improved to prevent its loss.The tone of the reports should be adjusted with the appropriately application of “Fear Appeals”.Last but not the least,the sources of the information should be diversified. |
