Research On Empty Nester Pension In China From The Perspective Of Governance Theory

Based on the statistics of CHARLS,by the end of 2017,in China,up to 241 million elderly people over the age of 60,empty nesters account for 51.3% of the total number of elderly people.The empty nest crisis has attracted the attention of all sectors of society.At the same time,there is a lack of legal responsibility for the elderly in empty-nest old people in China,which leads to the government’s inaction in providing public goods and performing public duties;weak civic awareness exacerbates the outstanding issues such as official-based thinking.This paper combines five main arguments of governance theory.The government is not the only power center of public governance.There are boundaries and ambiguity in the governance process,and there are power dependencies among various social public agencies.The government can use new tools and technologies to control and guide public affairs.And on the basis of the reality of empty-nester old-age care services,case studies are used to carry out analysis and demonstration.The article takes L Street in Qingdao as an example.Through field surveys,interviews,and questionnaires,we obtained data on its population status and pension policy measures.Through analysis,we attempted to look at the leopard with a view of the case and looked for the general problems and causes of the elderly in empty nest elderly in China.Combining governance theory and good governance theory,it proposes solutions to the problem.The study found that it is effective to use the governance theory to guide the elderly nursing empty nest.Therefore,based on the five theories of governance theory,this paper proposes four recommendations: First,clarify the responsibilities of governments at all levels in the provision of aged care services,and strengthen institutional development;second,increase fiscal expenditures and introduce diversified pensioners;third,promote civic awareness and community development.The fourth function is to improve the supervision and accountability mechanism for the elderly care service.This article hopes to provide help for solving the problem of elderly nursing for empty-nest old people in China,and promotes the role of local government in clearly positioning itself for the people,standardizes public management behavior,and fulfills public management responsibilities.
