Economic development,social progress,prompting rural young people to go to the city to fight for a better life,which led to the number of empty nest elderly in rural areas rapidly increased.Nowadays,the problem of old-age service for the empty-nest elderly in rural areas has been paid more and more attention,and the problem of old-age care has highlighted the problems of unbalanced economic development,uncompressed supply of public services and inadequate old-age security.The problem of old-age pension is not a regional problem,but a common problem faced by all countries in the world.The traditional family old-age model can not adapt to the needs of the rural empty-nest elderly under the background of the new era,which provides the space for the development of the network of old-age services.How to meet their old-age service needs,how to improve their old-age service quality has been the focus of attention of the whole society.However,due to various reasons,its old-age service problems still exist in large numbers,such as the imperfect old-age service team,the imbalance between supply and demand of old-age service,the supply of old-age service or zero service and service quality is not high,and so on,these objective status shows the urgency and necessity of solving the problem of old-age service for the rural empty-nest elderly.The article mainly adopts the literature analysis method,questionnaire method and in-depth interview method,combined with the current situation of the old-age service of the empty-nest elderly in Y County,Jilin Province,and uses the "network management theory" to put forward the existing problems of its old-age service,analyzes the causes of the problem of old-age service in depth,and puts forward the corresponding countermeasures and suggestions.It also points out the research methods and ideas used in the article.The second part mainly introduces the basic content of network governance theory,and defines the related concepts strictly.The third part selects Y county in Jilin Province as the research area,points out the problems of its old-age service,and analyzes the causes of its old-age service problems through the application of the theory of networked governance.The fourth part,based on the analysis of specific problems,starts from the connotation of networked governance theory,puts forward a targeted countermeasure to the problem of old-age service for the elderly in rural empty nests in Y County,and improves the level of old-age service overall.
