The Construction Of Public Space In Rural China And The Realization Of Democratic Operation For Village Power

The realization of democratization of village power operation is related to the construction and advancement of grassroots democracy in our country,which affects the perfection and deepening of villager autonomy.For studying the restriction and supervision of power,Western scholars gave the answer in several ways: decentralization balance theory and financial constraints etc,they also put forward the opinion of using the public space to promote the transparency of the operation of administrative power,achieve the control and the constraints of power.China's rural areas widely exist public space where villagers can contact and discuss public affairs,such as the villagers meeting.However,at present,the rural public space and power operation still faces many problems.In order to promote the benign construction of rural public space and realize the function of democratization,it is necessary to research and discuss.The function of rural public space can promote the realization of the democratization of power operation,but the bias in the process of practice will affect the realization of the democratization of power operation.In order to prove this issue,firstly,this paper expounds the function of public space from the theoretical level,and puts forward the premise of the realization of public space function: the participation of villagers,theexist of internal mechanism and the support of external factors.Secondly,this paper makes a comparative analysis of the public space and power operation democratization of C village and K village in WenLing city by means of comparative study,and finds that the two villages have homogeneity in the form of public space,but in the process of the operation and development of the public space,the two villages have produced different effect in the democratization of power operation.Thirdly,in order to analyze the reasons that affect the realization of democratization in rural public space,the article analyzes from the three aspects of the villagers' participation,internal mechanism and external elements,it is found that the lack of participation of villagers,the shortage of internal mechanism or external factors affect the function of public space,and thus can not promote the realization of democratization of power operation.The highest value of public space lies in the realization of democracy.The construction of rural public space can fundamentally enhance the villagers' participation,cultivate the public spirit and realize the supervision and restriction to village power.To this end,we can promote the benign construction of public space to boost the democratization of power operation from the following five aspects:to realize the leading status of villagers and achieve their effect of reshaping to the public space;to construct the effective operation mechanism of public space;to promote and achieve the changes of village cadres' roles in public space;to cultivate the pluralistic forms of rural public space;to underline the principles of "building local conditions" and "guiding by category".
