Study On Functional Positioning Of The Subdistrict Office In Lixia District Of Jinan City In The New Period

As regard of our country,the subdistrict office,the agency of the local government,mainly undertakes the role of communicating the government and the social base.The subdistrict office is not only close to the people,but also the foothold of government power.Specifically,the main work of the subdistrict office is to respond to and implement the administrative ideas and political intentions of the superior government,and actively contact and serve the grass-roots people.The subdistrict office is the foundation of promoting the harmonious development of the regional society.It can not only promote the development of the regional economy,but also play an important role in the comprehensive management of the community public security.In recent years,China's urban scale has been gradually expanding.Under this background,the social structure has also changed subtly,and the function of the sub-district office has also been transferred.The relevant laws and regulations of our country's urban sub-district office have been formulated many years ago,and it is very difficult to meet the current development needs.At the same time,the disadvantages and defects of the traditional management system are also gradually exposed in the development of the times,and the problems of the function dislocation,vacancy and offside of the urban subdistrict offices are gradually exposed.Comprehensive analysis of the above problems can be found that the main reason for this phenomenon is that the functions of the subdistrict offices and the management authority have been difficult to meet the needs of the present stage,and the uncertainty of its functions has caused serious impediment to the effective operation of the agency.Based on the above discussion,it is necessary to carry out a comprehensive analysis and discussion on the function orientation of urban subdistrict offices,and to explore a set of scientific and reasonable plans as soon as possible so as to cultivate a good environment for economic development and contribute to the construction of a harmonious society.In this study,the research and discussion about the function orientation of the street offices in Jinan has been carried out in depth,and the specific examples are selectedto carry out the pertinent analysis,namely,the subdistrict office on jiefang road in lixia district of Jinan.Through the analysis and evaluation of this case,the irrational location of the function of the subdistrict office in lixia district of Jinan at the present stage is clarified,and its intrinsic causes are analyzed.The urban street functions which are more suitable to the current development situation are actively discussed,and giving effective improvement strategies.It includes the following: improving street office laws and regulations;improving the assessment mechanism,gradually weakening the economic functions of urban subdistrict offices,strengthening their social services functions;Upholding the concept of unity of power and responsibility,building harmonious relationship between street office and district government;streamline the relationship between street offices and the community.fostering social organizations and volunteers.
