After Hong Kong officially returned to China,the Basic Law came into effect.The relationship between executive authority and legislature in political system of Hong Kong is based on the principle of executive-led,and the cooperation between the executive authority and legislature.However,in the political practice after Hong Kong's return to the motherland,especially after entering the 21 st century,the system that should have cooperated with each other are not well operated.The executive authority and legislature's relations in Hong Kong have become increasingly tense and the power of executive authority has been hindered.Therefore,it is necessary to examine the relationship between executive authority and legislature from the perspective of historical origins,legal provisions,and actual operations.First of all,this paper introduces the relationship between executive authority and legislature in Hong Kong since British Hong Kong Government.During the rule of British Hong Kong Government before the reunification of Hong Kong,the political system was the executive-led system with the governor as the core of leadership.Therefore,the relationship between executive authority and the legislature was that executive authorities take dominant position.In the transitional period before the reunification of Hong Kong,the British Hong Kong Government betrayed Sino-British Joint Declaration,breaking with Hong Kong's gradual reform process.The British Hong Kong Government carried out drastic political reforms and cultivated pro-British forces in an attempt to continue to control Hong Kong after the end of colonial rule.The power of legislature gradually expanded.In addition,this paper explains the legal basis and institutional characteristics of the executive authority dominance system stipulated in the Basic Law after the reunification of Hong Kong.Then,analyze the status and authority of the Chief Executive,the relationship between the executive authority and the legislature.This paper analyzes the crux of the political system in Hong Kong by sorting out the reasons why the principle of executive-led is facing difficulties.These reasons are the institutional design of power cooperation,the continuous expansion of the power of the legislature,the expansion of political participation,political culture,history influence and other factors which have caused the dilemma of Hong Kong's executive authority and legislature's relation and the difficulties to realize the principle of executive-led.In view of the political dilemma of the relationship between Hong Kong's executive authority and legislature,this paper argues that it is inevitable to implement an executive-led system in the Hong Kong Special Administrative Region,which embodies the principle of "one country,two system".On the other hand,it is also an inevitable requirement for Hong Kong's continued prosperity and stability,and an effective political system for safeguarding the rights of Hong Kong people.In addition,the paper believes that to rationalize the relationship between executive authority and legislature in Hong Kong,it is necessary to reform the current political system in Hong Kong.We can start from two aspects of institutional and non-institutional countermeasures and gradually improve the relationship between executive authority and legislature.
