| According to incomplete statistics,since 18 th CPC National Congress to December 2016,a total of 133 above the provincial level(including the vice provincial level)officials were investigated,they played a positive and important role in China’s economic growth in the "miracle".The survey found that the relationship between official term and economic growth present an inverted U type,which is in an official term,the term of years of marginal effect on economic growth with the term increases has changed from positive to negative.We found that the 133 provincial and ministerial level officials of corruption occurred in the first time China’s rapid economic growth period,and between officials the term of corruption and whether there is relationship between the proposition of thought-provoking.Therefore,this paper takes 133 provincial and ministerial level officials as a sample,the self built database,through case classification to have a initial understanding of the number of corruption,area of corruption,latency of corruption and amount involved.A preliminary understanding of the characteristics of the cases.Further analysis found that the “sick promoted” is persistent;"collective corruption" with joint;"life style" with erosive;"collusion between government and business" are universal.In theory,by mechanism analysis to the official promotion system,the term system of officials,the exchange of officials system,and whether the official term for the incentive effect of local economic growth will continue to exist;whether has a peak of corruption in the official term;whether the exchange of official can inhibit local level of corruption effectively.In practice has responded the three propositions above: the officials of the incentive effect of local economic growth will gradually degressive with the longer of the term;the peak of corruption of the officials often appear in second years;there have three mode of the exchange of officials: the Party Central Committee to local;exchange cross province;exchange in local.The ability to inhibit local corruption are different,concretely relationship can be reflected,exchange cross province >exchange in local >the Party Central Committee to local.Noteworthiness,that deputy provincial officials also has the effect of restraining Corruption in exchange cross province,and the officials’ ability to inhibit local corruption from the Party Central Committee is not significant. |
