The Behavior Logic Of Village Official Corruption

Political or public power commission,which default the village officials' “positions”,failed to explain their corruption.But confined in the power structure in the village,it still could not show the collusive corruption between village officials and the entrusting party-officials at the township level.A research into the village official corruption has to focus on the register of “town and village” and find out the power logic and game rules between town officials,villagers and village officials,which will lead to a true revelation of the causes of corruption as well as their behavioral tendency.The present research has found that the present “town ?village organization ?village” pattern does not work in one way,but has evolved into a two-way entrusting agent relationship which is “town? village organization ? villager”.This is a double form of national public power and administrative power,which has the potential of dysfunctioningthe two-way entrusting agent relationship.This is manifest in the following: The village officials oscillate between official government and civic government by moving between national powers and social powers.As a result,neither the national supervising system nor social regulations could restrainthem,and the village officials become a “seesaw” in the power chain,making use of the loopholes in every system.Their opportunism can use government power against civic power,or civic power against government power.Sometimes they conspire with township officials to encroach the entrusted villagers,and some other times they conspire with villagers to encroach government interest.Either way they meddle in the power system and their behaviors reveal the complexities and conflicts of national regulations and rules at different levels.The way out is to institutionalize village party power,return powers to the town government,and optimize the supervision of public administration.
