A Study On Problemes About Unemployed Assisdance Of China Since 1949 Till 1957

Unemployment is an important crisis and hidden danger of the national economy.It will not only hinder the healthy and rapid development of the national economy,but also seriously destroy the final outcome of the social stability.Therefore,in any historical period,to solve the problem of unemployment is the most important historical mission of the government.In the early days of the founding of new China,the economic foundation of our country was severely damaged,and millions of people were in the predicament of unemployment.Unemployment relief became an important problem for the party and government to solve at that time.Under the extremely difficult conditions,the new Chinese government has taken active measures for the comprehensive treatment of unemployment,and has made remarkable achievements in the relief of unemployment.Learn from history,we can see the rise and fall,the founding of the Chinese government in the relief of the unemployed has precious successful experience has important reference value for today's employment promotion strategy and the construction of social security system.In view of this,this study adopts the analysis method combining empirical analysis with normative analysis,comparative analysis and historical analysis,and makes a deep research on the issue of unemployment assistance in the early days of new China.First,the general situation and causes of unemployment in the early days of the People's Republic of China.In the quantitative analysis about labor resources in China,the number of urban unemployed and the rural unemployed,this paper expounds the unemployment problem in our country is very important;Based on analyzing the composition and main characteristics of unemployment,this paper further reveals the major causes of unemployment.It includes: serious damage for economy by the Kuomintang regime;Huge change of employment system caused the structural change of economic structure;Backward ideas and low quality of whole society;crowding-out effect of policy measures.Second,Basic policies for the relief of the unemployed in the early days of the People's Republic of China.In those days,our country has taken decisive measures to carry out comprehensive management of the problem of unemployment and remedies for the unemployed.The specific policy includes the following aspects:(1)Restraining policies from the source of unemployment including protecting the development of private industry and commerce,supporting and guiding the transformation of private industry and commerce,making the normative policy for the use of private industry and commerce and restricting the flow of rural population into cities.(2)The policies of employment promotion and resettlement.Including: resettlement of the old regime staff,unified career introduction and expanding the employment absorption capacity of the socialist economy.(3)Relief policies for unemployment.It includes: FFW,help self in production,training for moving to other industries,relief money and return to one's native place to develop production.Third,main achievements and lessons in the early days of the People's Republic of China.In those days,China's measures for rescuing the unemployed have achieved notable results,effectively alleviating the life pressure of the unemployed,achieving the optimal allocation of human resources,promoting the recovery and development of the national economy,and laying the foundation for the construction of China's social security system.Up to now,the achievement of unemployment relief has been indelible at the beginning of the founding of the People's Republic of China.The valuable experience still has important reference and reference value for the current unemployment management and rescue work.It includes: the policy of rescuing the unemployed should start from the national conditions,managing the problem of urban unemployment should pay attention to balance the urban-rural gap,government assistance should Pay attention to improving the ability of the unemployed to seek their own profession,the government should pay attention to creating a multiple and efficient unemployment guarantee system.
