Research On Grassroots Deliberative Democracy Of Rural China

Rural grassroots deliberative democracy is an important part of the deliberative democracy of socialism with Chinese characteristics.To carry out deliberative democracy in rural areas is to give full play to the main role of farmers and urge farmers to participate in the political life of the village.The deliberative democracy has been extended to every corner of society at the grass-roots level,making deliberative democracy more extensive and more active.The starting point of the study in this thesis is the study of rural grass-roots deliberative democracy in China.Under the guidance of the deliberative democracy theory,this thesis summarizes the achievements made in the rural grassroots democracy democracy in China.At the same time,it explores the problems that exist in China's rural grassroots deliberative democracy and analyzes the reasons for the problems.On this basis,it proposes countermeasures for the development of rural grassroots deliberative democracy.The text of this thesis consists of three parts.The first chapter analyzes the concept,theoretical basis and significance of rural grass-roots deliberative democracy in China.First of all,the concept of deliberative democracy in rural areas is elaborated to understand its connotation;Second,the theoretical basis for deliberative democracy in rural China is studied.Its theoretical basis includes Marx's theory of people's democracy,Lenin's theory of socialist democracy,Mao Zedong's thought of deliberative democracy,and the theory of deliberative democracy in the theory of socialism with Chinese characteristics.At the same time,it points out the significance of deliberative democracy in rural areas.It is conducive to the modernization of social governance at the grass-roots level,effective resolution of social conflicts in rural areas,and the unique advantages of socialist democracy.The second chapter mainly elaborates the development status of rural grass-roots deliberative democracy.In deliberative democracy at the grass-roots level in rural areas under the leadership of the communist party of China has made great achievements.The form of deliberative democracy in rural areas has become increasingly rich,the content has been gradually deepened,and the scope of coverage has been continuously expanded.At the same time,the legal system has gradually become standardized during the practice of deliberative democracy.Of course,there are also problems in the process of the development of deliberative democracy in rural areas.These problems mainly include low participation of rural residents,unequal status of the main bodies of consultations,lack of supervision and accountability during consultations,and forms of negotiation processes.Investigating these problems involves the poor cultural quality of grass-roots people,the containment of traditional political culture in rural areas,the delay in the establishment of a deliberative system,and the weak sense of service of township governments.In general,the development path of deliberative democracy in rural areas is tortuous but the future is bright.The third chapter puts forward the development strategy to promote the development of rural deliberative democracy in China.Starting from four aspects,Adhere to the leading core position of the grassroots party organizations,give play to the guiding role of township governments in deliberative democracy,and realize the organic cooperation of village committees in deliberative democracy;second,actively cultivate farmers awareness of democratic consultation.We must cultivate peasants' awareness of participation in the general sense and cultivate peasants' sense of rational consultation.In addition,we must establish a standardized and orderly operation mechanism for rural deliberative democracy.The improvement of these mechanisms includes democratic decision-making,democratic supervision,and democratic evaluation and feedback mechanisms;and finally,creating a rural deliberative environment with a modern democratic atmosphere.To cultivate the advanced rural political culture while facing and satisfying the needs of farmers.
