| The ocean is a treasure house of resources,a platform for science and technology,and an economic and trade channel.There are many countries around the South China Sea,and due to the interference of history,politics,and regional foreign powers,the process of cooperative development of South China Sea resources is very slow.At present,the China-ASEAN Free Trade Area has been completed and entered a stage of deep improvement,during this period,China and Southeast Asian countries have had little,unscaled maritime exchanges and cooperations.On the occasion of the tenth anniversary of the establishment of China-ASEAN strategic partnership,the Chinese government put forward an propose to build 21 st century maritime silk construction,which provided a good opportunity for strengthening political trust and promoting cooperation between neighboring countries in the South China Sea.Southeast Asia has been an important hub of the “Maritime Silk Road” since ancient times and the development of a good ocean partnership is an important driving force for the economic development of China and the countries around the South China Sea.Vietnam is the only country in ASEAN that is contiguous with China’s land and sea,the relationship between China and Vietnam is an important part of China’s diplomacy around neighboring countries,especially Southeast Asia.Based on transnational ocean cooperation and other perspectives,the paper draws on relevant knowledge of regional cooperation,marine economy,and international politics;uses the background of the latest era as a practical support for thesis research;and through comparative analysis and drawing on the experiences of other transnational maritime cooperation,the possibility and necessity of Sino-Vietnam maritime cooperation are pointed out.The core content of the paper is divided into the following six parts:The first part is the definition of core concepts and related theoretical basis.In addition to the conceptual definition of Sino-Vietnamese maritime cooperation,the regional ocean cooperation theory,marine economic theory,and international political theory are also introduced.The second part reviews the development process of Sino-Vietnamese maritime cooperation and sorts out the current background of China-Vietnam maritime cooperation.These include the construction of the 21 st Century Maritime Silk Road,the upgrading and development of China-ASEAN Free Trade Area,the formulation and implementation of China’s strategy for a strong ocean,and the development trend of marine development in Vietnam during the new period.The third part is the analysis of the status quo of China-Vietnam maritime cooperation.The paper introduced that the achievements of Sino-Vietnam maritime cooperation mainly include political,economic,and cultural effects.The existing real problems include the dispute over the South China Sea,the seriousness of the prosperous situation in Vietnam,the US and Japan’s checks and balances on China’s seas,and China and Vietnam’s failure to reach a strategic consensus on maritime cooperation.The fourth part is the successful experience analysis of transnational ocean cooperation.The paper mainly draws on the successful experience of the three groups of transnational ocean cooperative countries: the United States and Japan,the United States and China,India and China.The fifth part is the strategic study of China-Vietnam maritime cooperation.It mainly includes the strategic goals of seeking common ground while reserving differences between maritime cooperation between the two countries,the guiding ideology of the 21 st Century Maritime Silk Road construction and Vietnam’s “two corridors and one lap”,and the four basic principles that China-Vietnam maritime cooperation needs to uphold: mutual benefit and win-win,risk sharing.,political consultation,and peaceful coexistence.The sixth part is to promote the construction of a Sino-Vietnamese cooperation mechanism.There are: the construction of a joint maritime-land cooperation mechanism for bilateral cooperation,the establishment of a dialogue mechanism for conflicts in the South China Sea,the establishment of a mutually beneficial and win-win mechanism,and fostering social participation. |
