The peaceful rise for great powers has long been a hotly debated topic in international relations studies.Based on the comparison of the two rises of Germany in the early 20th century and in the period form 1970s to 1980s,this paper seeks to study the drivers behind those peaceful rises from the perspective of the state systems,and assumes that the state systems,together with national strength,social culture,international system and other factors from both home and aboard,has played an significant role in its peaceful rising.By comparing the two state systems of Germany in two different periods,the paper found that the very difference is essentially that the German Empire lacks the error correction mechanism for decision-making adopted in Federal Republic of Germany,which is reflected in interdepartmental relations in government of FRG under the principle of check and balance.Hence,it is concluded that the error correction mechanism based on the principle of the check and balance and the principled approach of policy reexamination is conducive to the peaceful rise for major powers.For emerging powers like China,we need to learn from lessons of German Empire and good practices of the Federal Republic of Germany by establishing effective error correction mechanism for decision-making to ensure the policies are made in a scientific and sound way.Meanwhile,we should also give more play to our own historical and cultural traditions,fully leverage the favorable conditions at home and abroad,and adopt a political system that fit with our own national conditions,so as to achieve peaceful rise.
