| General secretary Xi Jinping stressed that,cadres should right over head,and they should good at do what they want,do what they can.Among them,enthusiasm is the first priority.All major reforms must be based on law.We should protect cadres who are honest in style and determined to make progress.On the road of reform and innovation,the party leading cadres who advance bravely may also make mistakes in the process of trial and error.At the same time,their reformers and innovators will threaten some interest groups more or less,so that their actions or practices may make conflict or negative confrontation emotions.In this context,once these reformers and innovators have made mistakes or taken detours,there is no doubt that they will undoubtedly be used by people with ulterior motives to achieve their goals.Thus,if there is no fault tolerance mechanisms which provide more tolerant administrative environment for the reformers the pioneer,the initialization of innovators will be depleted.No one can make any mistakes.In the merchant of Venice play,Shakespeare wrote on tolerance as that,tolerance is like heaven rain moistens the earth.It blesses those who are tolerant,and blesses those who are forgiven.Starting from the concept of "people-oriented",promoting the development,perfecting the fault tolerant mechanism and establishing a good atmosphere of tolerance of failure,can encourage innovation,implement the civil legal management concept,but also these are the support of leading cadres to keep pace with the times,renew the idea and improve the specific support capability.With an attitude of tolerance,supporting the reformers and innovators can fully mobilize the initiative,enthusiasm and creativity of civil servants.Based on the connotation of fault-tolerant mechanism and combining with the implementation status,this paper discusses the main problems of the fault-tolerant mechanism of civil servants.That is,the unclear fault tolerant decision targets and solidify mistakes treating;advancing fault tolerant execution difficultly and the unified implementation standards;imperfect fault tolerant supervision can lead to insufficient powers and responsibilities;unperfected fault tolerant incentive and the limited optimization management;fault tolerant governance has not yet formed,and social participation is in the bud.On the problems of fault tolerance,the solutions proposed like that: clearing fault tolerant decision objective namely and rational understanding of fault tolerance;increasing enforcement of fault tolerant and improving the rules for the implementation of fault tolerance;strengthening the fault-tolerant process supervision to ensure relatively uniform accountability;improving the fault tolerance and incentive mechanisms to promote scientific and standardized management;optimization of fault-tolerant governance mechanism and build the multiple participation in ecological. |
