Research On Development Of Basic Public Service In Counties Of Shaanxi Province

The development of basic public services includes the meanings of total growth,structural optimization,and gradual equalization.Under the background of the country's reforms that place emphasis on the public service functions of the government,the study of the development of basic public services in counties in Shaanxi Province has important practical significance for the public decision-making of local governments and the enhancement of local welfare.This article starts from the perspective of counties,first expounding the county profile of Shaanxi Province,and mainly describes the natural geographical conditions,county administrative divisions,county population,and county economic overview.In addition,the current status of basic public services in Shaanxi Province will be described in terms of infrastructure,basic public education,basic medical care and basic social services.Secondly,it measures the basic public service level index in the county and analyzes it from the aspects of total amount,structure and level of equalization.The entropy method was used to weight the indicators,and the linear weighted model was constructed to obtain the basic public service level index of the county.Then the degree of equalization was analyzed from the overall level and the sub-index on the basis of dynamic and static combination.Ankang and Yulin represented the basic public service structure in the county of Shaanxi Province.The main conclusions are as follows:(1)The overall level of basic public services in the counties of Shaanxi Province is not high,although the level of equalization is improving year by year,but the regional differences are still very obvious;(2)The level of infrastructure services is stable and the degree of equalization is good;The level of basic public education services fluctuates greatly,and the level of inequality is severe.The level of basic medical and health services is low,and the degree of non-equalization has an expanding trend;the overall level of basic social services is not high,but the level of equalization is relatively best.(3)County-level finances bear more responsibility for grass-roots expenditures than the central and provincial-level finances,but county-level financial resources are clearly lacking,showing a mismatch between expenditure responsibilities and financial resources.(4)The order of county-level fiscal expenditures in Shaanxi Province is education,economic construction,social security,administrative expenditure,and health care.The overall goal of the expenditure structure is to emphasize education,engage in construction,ensure operations,and provide medical care.Using the measurement results again,an empirical model was constructed to study the factors that affect the development of basic public services in the county of Shaanxi Province.The empirical results show that under different levels of significance,regional economic development capacity,local financial expenditure autonomy,human capital level,and population density all have a significant positive effect on the level of basic public services,and the impact of fixed asset investment is negative.The regression coefficient of urbanization rate is positive,but it is not statistically significant.What is worth noting is that the positive effect of local government financial expenditure autonomy and economic development level on the basic public service level is heterogeneous.The increase in the autonomy of local government fiscal expenditures is weaker than that of developed regions in the backward regions,and the positive effect of the increase in economic levels on backward regions is stronger than that of developed regions.Finally,according to the results of current situation analysis and empirical research,we systematically propose several aspects including the development of county economy,the reform of the fiscal management system below the province,the cultivation of the local tax system,the performance management of local governments,the social supervision system,the construction of basic talents,and the supply model innovation.Ways to Promote the Development of Basic Public Services in Counties in Shaanxi Province.
