Research On The Influencing Factors Of County-level Basic Public Service Difference In Jiangsu Province

Equalization of basic public services is an important content of building a service-oriented government and an important component of building a harmonious society in China.Since the 16 th National Congress of the Communist Party of China,the concept and goal of "equalization of basic public services" have been put forward,and the academic circle has conducted a lot of research on it.The majority of China’s population lives at the county level,and with the implementation of the "urbanization" strategy,county-level governments bear the primary responsibility for providing basic public services to residents within their jurisdiction.Therefore,the research on the effective supply of basic public services at the county level is of great significance to the realization of the equalization of basic public services in China.As one of the developed provinces in the eastern coastal area of China,Jiangsu Province has always been at the forefront of China’s comprehensive economic strength.Meanwhile,Jiangsu Province is also a province with significant differences in regional economic development and public service supply development.Based on this,this paper takes the differences of basic public services at the county level in Jiangsu Province and its influencing factors as the research issue,which has practical significance for the sustainable development of Jiangsu Province’s economy and society,the coordinated development of various cities and counties in Jiangsu Province,and the balanced development of other provinces in China.In this paper,41 counties(cities)in Jiangsu Province were selected as the research samples.First,basic education services,medical and health services,basic cultural services and infrastructure services were taken as examples.Descriptive analysis was made on the teacher-student ratio in primary schools,teacher-student ratio in middle schools,number of health institutions per 10,000 people,number of beds in health institutions per 10,000 people,number of staff in health institutions per10,000 people,number of books in public libraries per 10,000 people,road miles per10,000 people and expenditure in basic public service fields in southern,middle and northern Jiangsu.Through the construction of the index system,the coefficient of variation of the basic public service indicators in different areas is empirically analyzed.The study found that from 2013 to 2018,although there was little difference in basic public services,such as basic education,health care and infrastructure,among the counties(cities)in Jiangsu Province,there were significant differences in cultural services.The level of basic public services differs greatly in different counties(cities),and the differences of basic public services in the three regions from large to small are respectively in southern Jiangsu,middle Jiangsu and northern Jiangsu.Second,in the three regions of jiangsu province county(city)basic influence factors of public service,this article selects primary student-faculty ratios,the number of ten thousand people health agency personnel,the public library collection of ten thousand people and ten thousand people have four explanatory variables,such as highway mileage competition,government transfer payments as the core explanatory variables,using STATA17.0,The regression analysis of the influencing factors of basic public services in the counties(cities)of southern,middle and northern Jiangsu was carried out,and the robustness test was carried out.It is found that government competition and transfer payment are positively correlated with the supply of basic education and transportation infrastructure in southern,central and northern Jiangsu,while government competition and transfer payment have a negative impact on the medical and health field in the three regions.In the field of cultural services,transfer payment still has a positive impact on the volume of books in public libraries of ten thousand people in southern and central Jiangsu.The government competition is beneficial to the increase of the book collection in the public libraries of ten thousand people in southern Jiangsu,but has a negative effect on the book collection in the central and northern Jiangsu,which is related to the fact that the economically developed southern Jiangsu will pay more attention to the input of cultural services,such as the field of citizen nature,than the central and northern Jiangsu.Finally,this paper puts forward policy suggestions to promote the balanced development of basic public services at the county level of Jiangsu Province from three aspects: perfecting the transfer system,establishing and perfecting the local government competition constraint mechanism and innovating the public service supply system.
