| With the increase of travel demand and the improvement of traffic service level,the degree of the impact of adverse weather on traffic safety is beginning to show a trend of complexity and extreme change.In extreme weather conditions,the frequent occurrence of malignant traffic accidents,road interruption,traffic congestion and other phenomena are more common.The reason is that the geographical position of our country determines that it is difficult for China to get rid of the impact of meteorological disasters on traffic travel;secondly,the risk factors under severe climate conditions involve a wide range,which will have adverse effects on driving environment,driving physiology and psychology,driving skills and vehicle performance;in addition,risk factors have a coupling effect on traffic system safety,and the risk events caused by multiple risk factors often result in more serious consequences.However,traffic meteorology is relatively simple in service mode and content,and the research of related theories and mechanisms is not yet mature.Therefore,in-depth study of the composition of risk factors and exploring the coupling relationship between risk factors under adverse weather conditions is of urgent practical significance.This paper applies quantitative analysis method to integrate traffic accident data and meteorological data,and analyzes the characteristics of adverse weather traffic accidents and serious accidents from multiple angles,such as quantity,time and space,based on the results of comprehensive data analysis,we define the research object and scope of the study.We choose typical three kinds of adverse weather conditions,such as rain,snow and fog,to study driving safety risk of freeway as the research object.In addition,combining qualitative research with quantitative analysis,based on quantitative analysis of relevant data,combined with traffic safety risk theory,risk management theory and other theoretical research results,coupling risk analysis is carried out and mathematical evaluation model is built.Based on establishing a risk factor evaluation index system,using the Topsis approximation to ideal solution was to identify the risk factors,screening of key risk factors,fuzzy comprehensive evaluation to evaluate the safety risk of adverse weather conditions,with a section of Jinan Qingdao as an example to validate the model,the risk level and probability of the evaluation object are obtained.On the basis of defining the scope and principles and objectives of risk management,we also set up a grading early warning mechanism for different risk levels,and put forward risk control measures for different early warning levels;the implementation process of risk management and control which can be referred to by traffic management department is put forward. |
