Research On Third Part Government Performance Evaluation

After the "new public management movement",the western countries opened a new era of government performance management,and under its influence,our country began to pay attention to the study of the government performance management model.After more than ten years of development,China has made great progress in government performance management,learning from the theoretical and practical experience of western countries,constantly improving the research theory and trying to use advanced management model in practice.The third party assessment,as a popular model of government performance evaluation,has been developing history for many years in foreign countries.Compared with the traditional performance evaluation model,the third party assessment has a greater advantage in the aspects of professionalism,independence and political rationality.China has also introduced this evaluation mechanism and achieved some theoretical and practical results.However,influenced by many reasons,there are still many problems in the practical application of the third party performance assessment in China,including the narrow scope of the participation mechanism,the lack of depth of influence,and the imperfect system.Through this study,I hope to summarize the successful experience of the third party assessment at home and abroad,point out the existing problems in our country,and put forward some practical suggestions and Countermeasures in combination with the national conditions of our country,so as to promote the improvement and development of the third party evaluation mechanism in China.This article is divided into six parts.The first part introduces the background of the third party assessment,the current research status at home and abroad,the research methods of the article,and so on.The second part introduces the basic concepts and theories of the third party evaluation,and the third part is about the general mode of the participation of the third parties in the government performance evaluation,the status of the participation mechanism and the problems.The third party assessment cases at home and abroad,including the zero point group in China,the Campbell Institute of the United States and the third party evaluation mechanism in the United Kingdom,are studied in this paper.The operation status of the third party evaluation in the practical application,the characteristics of the third party assessment in different countries and the advantages and disadvantages are expounded.The fourth part of the fourth part of the detailed study of the model,starting with the background,the basic situation,the participants and environmental factors affecting the sustainability of the Gansu model;the fifth part of the present third party assessment of the participation mechanism involved in the non-institutional,narrow scope of action,the depth of influence.The reasons for the lower problems are studied.The sixth part,based on the contents and results of the study,puts forward the countermeasures and thinking of improving the third party assessment mode.
