For a long time,the third-party evaluation mode of government performance has been highly praised for its independence,professionalism,authority and other attributes,carrying the governance vision of improving government performance and enhancing government credibility.But in recent years,more and more study found that there is a significant gap between vision and reality,the evaluation process of formalism,the use of evaluation results problems such as loss of power to make the government performance facing local failure of the third-party evaluation,independence,professional and authoritative ideal effectiveness problems of a misfit.How to enhance the effectiveness of the third-party evaluation of government performance has not only become a practical problem in front of the government and the third-party evaluation agencies,but also constitutes an important theoretical proposition that the academic circle pays increasing attention to.This paper focuses on the effectiveness of the third-party evaluation of government performance,analyzes the structural obstacles of the ideal function of the third-party evaluation of government performance from the perspective of the structure-function theory,and makes theoretical explanation and empirical exploration,in an effort to provide new theoretical reference and intellectual support for improving the effectiveness of the third-party evaluation of government performance.Through a review of existing domestic and foreign research literature,it can be found that the effectiveness of third-party government performance evaluation has received extensive attention from the academic community.The description of relevant problems,the analysis of causes and the discussion of countermeasures provide multiple inspirations for this study.However,there is much room for further expansion in the research content and methods.First of all,the existing causes explain the fragmentation problem,lack of a systematic analysis framework.On the one hand,it is difficult in theory to clearly distinguish the surface causes and deep causes of the effectiveness of the third-party evaluation of government performance,the main contradictions and secondary contradictions,the performance of the problems and the causes of the problems,and it is difficult to form a comprehensive grasp of the effectiveness of the third-party evaluation of government performance and its causes.On the other hand,it is not conducive to identify the crux of problems of different dimensions and their relative positioning,and to implement targeted policies for their structural deviations.Secondly,on the research point of view,both the research will be more problem to government performance to a third party to evaluate the effectiveness of the government department or a third party appraisal institution of subjective motivation factors such as interest preference,goal conflict,or inevitable existence of information asymmetry,and less system exploration of subject ability factors,especially the government ability defect of government performance of independence and authority of the third-party evaluation objective.Finally,on the research methods,both the theoretical analysis and empirical research,based on the case of quantitative statistical analysis and few typical case based on the qualitative analysis of the process,lacking in depth anatomical structure,based on the multiple actors behavior logic and their interaction in the system to the parties to the problems of government performance effectiveness of the third-party evaluation factors.Therefore,on the basis of the existing research progress and practical experience,this paper attempts to promote the systematic research on the effectiveness of third-party evaluation of government performance through further theoretical interpretation and empirical excavation.This paper,from the perspective of structural function theory and combining the correlation analysis dimensions of principal-agent theory and public choice theory,draws an extended "organization-instrument-execution" analytical framework for the effectiveness of third-party government performance evaluation.The three dimensions in the framework refer to the three core actors of the government entrusted department,the third-party evaluation agency and the participating government department respectively,as well as the organizational function,instrumental function and executive function of the third-party evaluation activities that the three focus on.On the basis of the main framework of "ternary" subjects and their function types,this paper summarizes the factors that affect the ideal function of each subject into the double dimension of "choice-ability".Among them,the choice dimension is related to the subjective factors such as interest preference and goal conflict of the three subjects in the third-party evaluation of government performance,while the ability dimension is related to the objective ability factors of the three subjects in carrying out their respective functions.Based on the "three dimensional and two dimensional" factor analysis under the framework of "organization-instrumentexecution",this paper summarizes and integrates the factors that influence the effectiveness of third-party government performance evaluation,from fragmentation to structuralization.On the other hand,it refines and expands,giving consideration to both subjective and objective factors from one-sided factors,so as to systematically explore and explain the causes of the effectiveness of third-party evaluation of government performance on the whole.Based on the theoretical framework,this paper use the empirical case A province land renovation project,the third party assessment process tracing,deep observation from government performance effectiveness problem of the third-party evaluation system factors,found that: first,at the organization level,commissioned by the government department for organization function of political replacement and standard suspension problem,lead to the independence of the alienation of the third-party evaluation,so the government performance constitutes the influence on the effectiveness of government performance to third-party assessment value embedded factors;At the tool level,the third-party evaluation agencies mainly cause the professional compromise of the third-party evaluation of government performance due to the self-regulation and professional potential difference in the performance of the tool function,which constitutes the agency risk factor affecting the effectiveness of the third-party evaluation of government performance.At the implementation level,the government departments participating in the evaluation mainly due to the rational filtering and supply bias of project information in the implementation function,resulting in the authoritative resolution of the third-party evaluation of government performance,which constitutes the information deviation factors affecting the effectiveness of the third-party evaluation of government performance.As a whole,to take off the embedded value,agent risk and information deviation in the evaluation of government performance to a third-party organization,tools,implementation link,independence of third-party government performance evaluation,professional and authoritative hindering factors,three factors both have independence and mutual induced,both erode the third-party to evaluate the effectiveness of government performance,also together constitute the restricting government performance a third-party to evaluate the effectiveness of the structural contradictions.This structural contradiction also sets up potential obstacles to the improvement of the effectiveness of the third-party evaluation of government performance,including the trade-off obstacle in the adjustment of subject selection factors,the objective obstacle in the overcoming of ability factors,the fuzzy obstacle in the identification of key factors and the embedness obstacle in the adjustment of structural contradictions.To this,this paper proposes the third-party evaluation of government performance should be on the basis of the systemic adjustment value rather than absolute control,balance multiple goals,upgrade the agent mechanism and information mechanism,thus achieve the optimization of base concept and basic strategy,break the structural contradictions and obstacles of third-party evaluation effectiveness of government performance.
