From Original Role To Acquired Role:the Role Evolution Of The Government In The Management Of Foreign Floating Population

With the continuous deepening of China’s-opening to the outside world and the increasing international influence,the number of foreigners in Chinese cities continues to rise,which brings new problems for urban population and social management,so an active response to the "international" city is urgently required.In the process of this response,in the process of this response,what kind of change did the government role and government functior have experienced?Is it constructive or evolutionary?What does it mean to understand the construction and development of an international city or a global city?The thesis tries to explore the above problems.Based on the theory of service-oriented government,a case study of Yiwu,which is known as "World supermarket",the evolution model of government role from "the original" to "the acquired" is preliminarily constructed.The empirical analysis is carried out by using the method of literature and interview.From the perspective of innovative social management,the government explore new foreign service mode constantly to realize the transformation of foreign population management from regulation to management and service,from passive regulation to active guidance,from administrative leading to absorbing efficiency,thus can promote the social integration of floating population.Further studies have found that the evolution of the role of government is largely the result of the interactive game of multiple social forces,rather than the product of the government’s rational planning and top-down system design,but a top-down and bottom-up coupling evolution.This article is composed of five parts.The first part is the introduction,which introduces the background and significance of the topic,the research review at home and abroad,the research method,the innovation point and the deficiency of the paper.In the second part,the related concepts are combed,and the theoretical model of the evolution of the government role is constructed.The third part analyses the role changes of the government in the management of the foreign floating population in different periods of Yiwu’s development.In general,the role of the government has experienced the transition from the "night watchman"-the regulator-the service provider.Then combined with the actual practice of the Yiwu government in different periods,elaborate on the role specifically.The fourth part is the.induction and analysis of the third part.According to the specific evolution of the third part of the government’s role,conclude the overall path of government role evolution which is the change from the control to the coexistence of management and service,from impact-reaction to response-support,from administrative leading to absorption and synergy.The fifth part analyses the evolution logic of the role of Yiwu government,which is actually a top-down and bottom-up coupling evolution.
