Global natural disasters caused by extreme weather have increasingly become one of the hot topics that the world's government departments and academic experts are concerned about. The types of natural disasters in China are numerous, and the consequences of the natural disasters are widespread across regions, economic losses are heavy, and the casualties are even less. Its number.Compared with cities, the majority of rural areas in China are more frequently affected by disasters. The disparities in urban-rural dual systems bring about gaps in resources and technology between urban and rural residents, making rural residents respond to emergencies in natural disasters. It seems even more unreasonable, which leads to more serious secondary disasters or further damage losses due to inappropriate behavior. Therefore, how to guide rural residents to make relatively rational and positive responses to behavior decisions in the context of sudden natural disasters is particularly important. Therefore, this paper proposes theoretical results such as prospect theory and social cognition based on the premise of planning behavior theory and bounded rationality hypothesis, which are based on the theory of complete rationality.Influencing the rural residents' active response to the decision-making theoretical model of behavioral decisionmaking and making relevant hypotheses. Then questionnaires and household interviews were conducted in some rural areas with severe flooding in Duchang County of Jiujiang,Jiangxi Province, and an orderly multi-category Logit was established.Regression model for empirical analysis. The results of the study show that factors such as gender, age, education, response to disaster attitudes,emotions,self-efficacy,government coping ability, expert opinion, group behavior, familiarity with disaster events, and controllability significantly affect rural residents' response to sudden natural disasters. The choice of behavioral decision.Based on the research results and field interviews, the policy recommendations for improving the emergency management capabilities in rural areas and optimizing decision-making options for rural residents' disaster-response behavior are proposed.
