For any unit and organization,personnel management is always a very important job.The scientific personnel management can achieve the effective integration of human resources,create great wealth for the company's enterprises,and promote the administrative organs to carry out the human job efficiently and achieve the organizational goals.However,for a long time,due to the influence of many inherent systems and relatively closed management concepts,the personnel system of many organs has been staying on the more traditional level,which greatly restricts the rapid realization of organizational goals.In the middle and late of the last century,the scientific concept of human resource management has springing up in the world and in the world.The traditional personnel management system in China has gradually exposed various disadvantages and shortcomings under the impact of advanced ideas.Scientific human resource management gradually exerts its human resources planning,work analysis,personnel allocation,performance management and so on.The advantage of the face.Since various social contradictions in China are becoming more and more prominent,since 2002,many areas in China have begun to form their own special police teams,especially in recent years.In recent years,the country has sprang up the upsurge of the formal construction of the special police team.With the ethnic separatists,extreme religions and terrorism "three potential forces" gradually rampant,the State Council has studied and decided.In many key developed provinces and cities,a number of commandos have been set up to fight against terrorism.Since the eighteen Party's Congress,the attention of governments at all levels to the work of public security special police has been raised to a new height.However,due to the late start,and the influence of the traditional administrative system and the relatively closed management concept,the development of our special police team in human resources planning,work analysis,team staffing and team incentive are not satisfactory,which ultimately affects the improvement of the whole body fighting capacity of the special police team,and the Kunming special police force is A good example.The Kunming special police has been established for a long time,and has a typical representation in the national SWAT team in terms of the number of troops and the overall scale.Taking the Kunming special police as an example,this paper uses statistical methods to enumerate the number of various departments of Kunming special police,analyze the personnel and posts,find out the problems of man and post matching,and use the method of literature analysis to analyze the human resources planning side of the Kunming special police on the basis of the in-depth analysis of the advanced theory at home and abroad.With the use of systematic analysis and the knowledge of scientific human resource management system,the problems existed in the management of Kunming special police were found one by one,and the countermeasures were put forward in turn by using the related knowledge of management,and then the idea of establishing and perfecting the human resource management system of Kunming special police was put forward.And take this as a starting point to provide reference and reference for our special police team's human resources management.To achieve the improvement and optimization of the human resource management system for the special police force in China,improve the effectiveness of the team management,improve the police force in the violence,safeguard the national security,and ensure the people's ability to live and work.
