Research On The Economic Functions Of County-Level Government In The Development Of Characteristic Agriculture In Yunnan Plateau

As the basic industry of our national economy,agriculture has been highly valued by the CPC central Committee and the state Council.the 18 th national congress proposed to speed up the development of modern agriculture,and the 19 th national congress proposed to implement the strategy of rural revitalization,which provides a rare opportunity for the development of Yunnan plateau characteristic agriculture.How to seize the rare opportunities for development of characteristic agriculture in plateau area has become a great challenge.As an important factor to promote the development of the plateau characteristic agriculture,the county government should follow the running law of the market economy,make the market demand as the starting point,pursue the fine and scientific management,perform the functions efficiently,especially the economic function,and avoid the government's shackles to the economic development,make the market and the government play its own advantages in the allocation of resources and make up for the shortage of the market,to promote the rapid and healthy development of characteristic agriculture in Yunnan plateau.This paper,starting with the development of the characteristic agriculture in Yunnan plateau,takes the county-level government as the research object,uses the knowledge of the theory of agricultural industrialization and the theory of government economic function,analyzes the connotation and characteristics of the economic function of the county government,and accurately locates the economic function of the county government in the development of the plateau special agriculture: that is,the planning guidance and construction of the plateau characteristic agricultural industry.Agricultural infrastructure,provision of agricultural public goods and services,and regulation of the market.Through consulting literature and field investigation,taking Yongsheng County as an example,this paper analyzes the current situation and existing problems of Yongsheng county government in carrying out economic functions in the development of Plateau Characteristic Agriculture,deeply analyzes the root of the existing problems.By drawing on the practice of promoting the development of modern agriculture by local and foreign governments at home and abroad,it puts forward that the government of Yongsheng county should earnestly strengthen its own construction and actively optimize its performance.The administrative environment and the leading role of the three suggestions in the development of the plateau characteristic agriculture will provide a reference for the Yongsheng county government to optimize the economic function and promote the development of the plateau characteristic agriculture.
