Study On The Inclusion Of The Prisoners Into The Social Security System

The report of the 19^th CPC National Congress indicated that since the 18^th CPC National Congress,covering both urban and rural residents is a basic system of social security,social governance system more perfect,but the people facing a lot of problems in employment,education,medical care,housing,pension etc..The new era,we should insist on the protection and improvement of people's livelihood in the development,to ensure that all the people in the building and sharing development by more sense,and constantly promote the all-round development of people and the common prosperity of all the people.The prisoners,special group is facing difficulties in employment,education,medical care,housing,pension and other social security.The prisoners as Chinese citizens also have citizenship rights and should be included in the social security system.This article first sorts out the background and significance of the research,the research status at home and abroad,and determines the research content and the overall thinking of the thesis.Then it defines the relevant concepts of the prisoners and the social security of prisoners involved in the paper.The feasibility of including prisoners in the social security system was analyzed.Through the research and practice of the social security of the prisoners in China,combined with the actual situation of the prisons in Shandong,the achievements and inadequacies of the social security of prisoners in China were achieved.It summarizes and analyzes the reasons in depth.Starting from the objectives and principles,it clearly defines the responsible persons of the prisoners who are included in the social security system and the specific guarantee items,and puts forward specific countermeasures and suggestions.Whether fair or foul the prisoners'reform was and insufficient or abundant the prisoners'social insurance was,while being released after serving a sentence,concerned their adaption to the society,furthermore the society's safety and stability.Bringing prisoners into the social insurance is both the manifestation of assurance of human rights and inevitable requirement for pledging to make prisoners fit in the society.Also it is the manifestation of the socialist superiority matching the intrinsic requirement of the freedom penalty.
