The Research On The Accountability Of Mediocre Mechanism Optimization In Local Government

Doom and laziness is a major obstacle to the country's economic development and is a malignant tumor that infringes the interests of the people and has seriously damaged the image of the party and the government.Therefore,it is imperative to strengthen the construction of a service-oriented government and achieve leap-forward development of the local economy and society.Since 2011,many cities in China have carried out politico-responsibility and accountability actions.In the course of the practice,many problems existing in the accountability and accountability mechanisms have been exposed.Therefore,it is necessary to summarize the specific issues,analyze the causes of these problems,and find solutions to the problems,so as to optimize the accountability mechanism of local government politicians,and help the government to better conduct policing and accountability.The dissertation uses system analysis,case analysis,and literature research methods to explore the concept of "finding the theoretical basis-asking questions-analyzing problems-solving problems".To optimize the accountability system for policing as the goal,the concept of administrative accountability,typhoid accountability,and the accountability and accountability mechanism were determined.The classic cases of magnanimity and accountability in Hubei Province were analyzed to find out the problems existing in the local government accountability system.Explore the cause of formation.The main reasons for lack of accountability,complete laws and regulations,irrational accountability,unsatisfactory environment,inadequate service concept for the people,and deeper reform of the administrative management system are the major causes of the operation of the local government's accountability system.The theory of government performance management,the theory of people's sovereignty,and the theory of public choice provide theoretical support for optimizing the accountability mechanism of local government governance.This article believes that the accountability mechanism of local government politicians should be optimized from the aspects of perfecting the structure of the main body of accountability,the optimization of the dynamic mechanism,the establishment of cooperative cooperation mechanism,and the support mechanism of innovation support.Local governments,social media organizations,the general public,and local judicial organs and power organs are the main subject of accountability.The drive for public interest and the improvement of relevant laws are the main driving forces.Perfecting the coordination and communication mechanism of all parties,improving the performance appraisal mechanism,and improving the follow-up supporting mechanism for accountability are their cooperation mechanisms.Human resources,theoretical research,and information disclosure are the supporting mechanisms.The local government's accountability mechanism is a complete accountability process in which mutual interactions between various main elements and rules,such as culture,organization,and system,are mutually constructed and internalized.
