Research On The Administrative Accountability Subject Of Chinese Local Governments

"The administrative accountability system" has become a hot topic after "accountability storm"since the SARS crisis in 2003."Where there is power,there is responsibility,the use of power will always be supervised." Now our administration accountability system was still in the primary stage,many domestic and foreign scholars have done extensive research on administrative accountability system. However, in numerous theory research,research on the administration accountability subject were very rare.There're many needs to consummate the administration accountability subject in the concrete operations.In view of our country administration accountability subject system is not yet perfect,how we can discover problems from the actual work of Kunming case,so as to gradually perfect accountability subject structure, and realize the more effective constraints to the power,is a needed problem in theory and practice.That's the aim of this paper.This paper is divided into five parts,the foreword part introduces the significance of this issue,the current research domestic and overseas,the research methods and innovations.Then it clarifies the concept of Chinese local governments administration accountability subject,administration accountability subject relationship and administration accountability subject research theoretical basis.The third part takes kunming as a case study,systematically analyses the practicing model of our local government accountability subject.Proceeding from the reality,it introduces the role and relation of Kunming administration accountability subject and system innovation,then puts forward the simplification problem of local government administration accountability subject from Kunming case study,and leads the thinking about perfecting our country's local government administration accountability subject.From the Angle of local government practice abroad,this part mainly discusses what inspirations China can absorb from the research on foreign local government administration accountability subject.At last, the paper delimits the inevitable trend of our local government accountability pluralism,and discusses the need and practical significance of the implementation of our accountability with multiple subjects,then suggests to further improve the structure of accountability subject,ensure the party's discipline accountability subject leading status not be shaken,and build a flexible multiple accountability subject operation system mode to perfect our local government accountability system.
