In the new era of socialism with Chinese characteristics,realizing the equalization of basic public services between urban and rural areas is an important part of the overall planning of urban and rural development and the integration of urban and rural areas.Due to the unbalanced development of our country for a long time,the basic public services have seen an unequal development among regions,between urban and rural areas,and in cities.Among them,the promotion of equalization of basic public services between urban and rural areas is the integration of urban and rural development and the completion of urban and rural areas.The important content of a well-off society.With the continuous development of China's social economy and the gradual improvement of people's living standards,the 17th,18th and 19th Party Congress' reports have emphasized the need to strengthen the provision of basic public services in urban and rural areas,although China's new socialist countryside has achiveved Major achievements,but still face problems such as the low level of basic public services in rural areas,the large gap between basic public services in urban and rural areas,and insufficient depth of basic public services.People's demand for basic public services has grown rapidly and the provision of basic public services has been unbalanced and inadequate.The contradiction between the two has become increasingly prominent.Urban and rural development in the new era must first address the issue of balanced development of urban and rural basic public services.Therefore,this paper systematically studies the equalization of basic public services in urban and rural areas,and explores a set of effective solutions,which has certain significance.This article first elaborates the concept of equalization of basic public services,equalization of basic public services,and equalization of basic public services in urban and rural areas.It also analyzes the theoretical basis for the equalization of basic public services in urban and rural areas and summarizes their necessity.Secondly,the achievements of the equalization of basic public services in urban and rural areas in China and the corresponding problems were analyzed,mainly from the differences in basic public education services between urban and rural areas,unbalanced development of basic medical and health services in urban and rural areas,unbalanced urban and rural social insurance services,and basic employment in urban and rural areas.The four aspects of service inconsistency describe the unbalanced status of basic public services in urban and rural areas,and in-depth analysis of its causes,such as the constraints of the development concept of "mainly based on economic growth",the solidification of urban-rural dual structure and its supply structure,and the public finance system Incomplete,related laws,regulations,and evaluation and supervision mechanisms are not perfect,and farmers' appeals are poorly expressed.Finally,for the cause of the problem,corresponding solutions are proposed.In terms of guiding ideology and principles,we must adhere to the implementation of new development concepts,the "people-centered"ideology,the principle of fairness and justice,the principle of "four modernizations" and the principle of gradual and orderly progress.In the reform of the system,the first is to break the foundation of the household registration system.The dual urban-rural structure;the second is to promote the reform of the supply side of basic public services in urban and rural areas;the third is to deepen the reform of the mechanism of the public finance system;fourth is to improve the relevant laws,regulations,and supervision and evaluation mechanisms;and fifth is to smooth the mechanism for the representation of fanners' needs.Finally,it also put forward specific measures to promote basic rural public education services,rural basic medical and health services,rural basic social insurance services,and basic employment and entrepreneurship services in rural areas.Realizing the equalization of urban and rural basic public services will not only help raise the level of basic public services in rural areas,allow people to share the fruits of reform and development,but also help maintain social stability and promote the construction of a harmonious socialist society.
