| Currently,due to the heavy working pressure of police station in basic level,the police force is seriously inadequate,with civilian policemen exhausted in daily work,which reduces working effectiveness,lowering the detection rate,and fails to improve people’s satisfactory.It is the inadequate police force that is the bottleneck limiting the public security work development,which can be obvioulsy seen in the basic-level police station.Especially in the example of the Wujiang District Public Security Sub-bureau in this dissertation,it is asked to be reorganized by Wujiang municipa government to confrom to the new management system that encourages different towns to develop together,which requries higher working effiency.This not only means a serious situation for public security but also a challenge or an opportunnity for the police station.Despite of the harder tasks,it is impossible to enlarge the size of government personal force or improve police euqipments.In this case,it is the only choice to develop and seek the maximization of the police resources efficiency.Therefore,how to optimize the allocation of basic-level police force has become a breakthrough to improve police working effectiveness.In this,the author explores and studies the optimal allocation of police force in basic level,and hopes to make contributions in this field.Firstly this dissertation defines the essence of the basic-level police force allocation as a kind of resources allocations made by basic police department according to law,suggesting that its rational allocation must be based on the public personnel allocation theory,and points out the corresponding theory.Secondly,starting from the concept of basic-level police force and evaluationmechanism,this paper analyzes the nature and characteristics of basic-level police and the basic principles and functions of establishing evaluation mechanism.Then,through the empirical analysis of the Wujiang District Public Security Sub-bureau forces and its four sub district forces,by the questionnaire and the interview and other forms,the present situation of police force allocation,this paper finds out the prominent problems and the factors that decreases police working effectiveness.On this basis,the author deisigned a questionnaire and take the questionaire evaluation method to establish a set of scientific evaluation system and policy for police working effectiveness.Under the system and policy,targeted and effective measures can be taken,so as to make the basic-level police resources rationally utilized and developed,effectively prompting the working efficiency,and meet the challenge in daily work under the new circumstance.Finally,the paper presents specific suggestions for optimization,further improving the public security subbureau system,maximizing the police working efficency in order to conform to Suzhou municipal refrom in public security and new administration system in the Wujiang District,and help to improve the new administration system. |
