| As early as 1993,Taiwan reached the standard of aging society.With the gradual increase of life expectancy,the disability of the elderly and the loss of intelligence,and other issues have gradually become the focus of attention and discussion.At this time,the long-term care system emerged as the times require.It is a kind of social security system for the elderly or the special people who lose their ability of daily life and basic cognitive function because of illness.Through analysis,this paper finds that the Taiwan region has begun to explore the development of long-term care system since 1997.After 20 years of accumulation,some achievements have been achieved.Not only has the basic operational framework been set up,but also matched with the use of the national health insurance system.The residents provided professional and targeted services,and constructed a complete case management system;and established a long term service system by adjusting and innovating the policy mechanism and organizational system,mainly in the community and the family.It builds the basic long term service network,promotes the community’s long term service supply ability,innovates and consummates the service supply strategy.But also appeared "fragmentation",financial resources instability,lack of human resources and regional development imbalance and other difficulties.In particular,since the Democratic Progressive Party(DPP)government came into power,it has launched the long-term care ten year plan 2.0,broadened the scope of service items and beneficiaries,and opted for a tax system instead of a long-term insurance system,so that the big cake of long-term care services in Taiwan will grow larger and larger.However,the corresponding lack of human and financial resources,uneven development and other conditions are becoming more and more serious.The author thinks that under the background of the political party rotation system in Taiwan,the government of the Taiwan regional authorities has overemphasized the functions and functions of the government,chose the social welfare system and desalinated the market and family during the long period of development.The individual is related to the role of the public sector(social)responsibility subject,but the result is that although the long picture system is invested more,it is not as developed as the person.People complain that the mainland should learn from Taiwan’s experience.This paper adopts the methods of literature analysis,historical research and field research to study the two long-term care 10-year plans,the long-term care service law,and other policies and regulations around the evolution process of Taiwan’s long-term care system.This paper analyzes and summarizes the mode,characteristics,difficulties of development,enlightenment and reflection of the long term care system in Taiwan.Through the discussion of Taiwan’s experience,the author thinks that attention should be paid to the participation of multiple responsibility subjects,the establishment of a diversified network of long-term care services,and the stimulation of community and folk forces to participate in the development.To construct a scientific evaluation and payment system to guarantee the quality of long term service and to pay attention to the professional development of long term service is long-term care.The development of very key measures.In addition,paying attention to the long-term care and development of ethnic minority areas with particularity is also an important strategy for balanced,fair and effective development of the long-term care service system.And to discuss the"insurance system" and "tax system",which have been wobbling over the development of financial resources for a long time in the Taiwan region,it is believed that for the Taiwan region with lower tax rates,the development of a long-term tax system is not a long-term policy,and it also puts forward a healthy and happy policy.Vision of a vibrant and friendly society at an advanced age. |
