A Study On The Responsibility Of Parenthood Endowment Government Of Only Child In China

With the rapid growth of the elderly population in China,pensions have become the most pressing problem faced by the elderly.Under the implementation of the family planning and one-child policy,tens of thousands of one-child families and the first generation of only-child parents have taken steps.In the old age phase,the only-child parents will also face old-age pensions.However,due to the loss of the basis of endowment for the one-child family and the inherent risk,the single-child families are mostly empty-nest families,family members,etc.,and they face distress.The economic status quo,unattended life,spiritual emptiness and other old-age problems,the only child’s parent’s transfer of reproductive rights for social development at a young age,and the government should assume responsibility when it is old,and provide rights and benefits for the one-child’s parents’ retirement..However,at present,the government has the problem of lack of responsibility and unclear positioning in the pension for the one-child parents.Based on this objective reality,this paper studies the definition of government responsibility for the one-child old-age parents’ pension.Starting from the population policy and the government pension policy,this paper focuses on the main line of government responsibility-problems-countermeasures.based on the theories of social support,responsible government and service-oriented government,and on the premise of the research on the pension of only-child parents under the background of population policy,this paper redefines government responsibility by drawing on the experience of the international government in fulfilling its responsibility for pension.that is,the government should not only bear the pension responsibility of only-child parents,but also bear the main responsibility,especially in the aspects of legal policy,financial support,social supervision and concept guidance.Therefore,it is found that the government has weak legal basis,inflexible policies and its own capabilities.
