The Big Data Applied Research In Customs Anti-smuggling Intelligence

As the rapid development,updating of new technologies and new industry forms,safeguarding national security and social stability faces an increasing severe situation,smuggling crimes increasingly use electronic informationalized and intelligentized non-contact means,in case to investigate criminal cases,the systematic use of information technology,the higher requirement of trans regional collaboration,informationalized and intelligentized technology has become an accelerator of anti smuggling work innovation and core combat ability improvement.In 2016,the general administration of customs party organization put forward the establishment of a new "intelligence anti-smuggling" model,during the new period of comprehensively deepening reform and“13th Five-Year",the"intelligence customs"establishment framework,anti-smuggling Bureau researches and put forward the "intelligence anti-smuggling" construction overall planing.As having the long coastline,many non involving customs area,the bureau of customs in the distinct island feature,how to combine with the characteristics of its own jurisdiction and the status quo of the work,and apply the concepts of big data into customs anti-smuggling information work,to promote the "intelligence anti-smuggling" work mode run efficiently is the issue this paper need to solve.By utilizing literature retrieval,comparative analysis and empirical study,this article proceed from big data and information management theory,clarify customs anti-smuggling information development history,sum up the traditional customs anti-smuggling intelligence work mode and its characteristic,analysis of the current problems of customs anti-smuggling intelligence work,learn from relevant countries(Britain,the United States)customs intelligence in big data application and advanced research ideas and working mode,contrast China’s customs information system construction,put forward the construction of sea island wisdom anti-smuggling new pattern from five aspects:sea island social and economic characteristic,sea island data resource characteristics,sea island working strategy,construction of sea island police affairs model,build sea island working structure research.This study give out customs anti-smuggling intelligence work suggestions on big data applications at last,first,we need to improve the awareness of the application of intelligence big data,the second is to build a stereo intelligence work framework from three dimensions,namely,long,wide and high,the third is to create a professional intelligence forces.
