An Empirical Study On The Promotion Of Public Diplomacy Of Overseas Chinese Affairs By Local Governments

In recent years,with the changing of the world pattern,countries have paid more and more attention to the application of public diplomacy and other means to enhance their soft power.In China,the role and position of overseas Chinese public diplomacy in the overall diplomatic strategy of the country is becoming increasingly prominent.The State attaches great importance to this work and has included it in the central unified planning and deployment.The state convey the idea of peaceful development of China through overseas Chinese,Create a positive image of China,in order to protect the fundamental interests of the nation.Local government is a force that can not be ignored in the process of public diplomacy of overseas Chinese Affairs.How to make use of the resources of local governments to better serve the overall public diplomacy strategy of the central government is a problem worth studying by local governments.Based on the three theories of international relations,this paper briefly combs the concept of public diplomacy and conducts a theoretical and practical study since the concept of "public diplomacy of overseas Chinese affairs" was officially proposed in 2011.This paper take Fujian and Zhejiang provinces as examples,with old and new overseas Chinese as the main subjects,make a multi-case study on how genetic superiority,urban historical and cultural characteristics,non-governmental organizations and local economic activities are transformed into resources for overseas Chinese public diplomacy.This paper studies the effect of local government in promoting public diplomacy of overseas Chinese starting from the comparative analysis of object,degree,carrier and mode.This paper also Summarize the Fujian and Zhejiang models,as well as the advantages and shortcomings of local government.This paper discusses the external and internal risks that may be faced,and puts forward some relevant policy suggestions according to China’s National conditions.It is hoped that it will make an important and positive significance on how to use local characteristics and overseas Chinese resources to carry out public diplomacy and promote the development of Chinese international relations.
