Terrorism has become a global problem that threatens the security and stability of international community.Faced with the increasingly complex and rampant international terrorism challenge,relying solely on one country or several countries is not enough to solve the problem.This must be addressed through the cooperation of the international community.As the most authoritative and influential international organization in the world,the United Nations undoubtedly plays an important role in international counter-terrorism.The Security Council,as the core organ of international peace and security in the United Nations,also become the core of the global counter-terrorism operation.From 1985 up to now,the Security Council through the first involving the anti-terrorism resolution the security council has issued a series of terror,but also build a set of unique mechanism against terrorism,had a positive effect.However,with the changes of times and situations,the Security Council has also faced many problems and challenges.How to understand these problems and how to solve these challenges will be the focus of this paper.This article takes the Security Council anti-terrorism as the research object and the concrete entry point.Through analysis,the author has concluded that the Security Council anti-terrorism has four stages,namely,"lack of consensus period ","action start-up period","leading period" and "adjustment and improvement period".The challenge is divided into internal and external aspects.In the final approach,I have proposed a short-term plan for internal integration,a medium-term plan to set a coordinator and a long-term plan to build a new independent counterterrorism international organization.
