An Exploration Of The Improvement Path For Local Civil Air Defense Informatization Construction

Nowadays,with the rapid development of the global informatization in each government and the improvement of new military reformation,the informatization of the civil air defense in our country has also got into a new stage to obtain a development rapidly and deeply,in order to face to the severe challenges of the information warfare and the urgent requirement for urban emergency management.However,the opportunities and challenges always coexist.The local civil air defense departments have gradually exposed some problems in the process of advancing information construction management,and they need to be further regulated and resolved.Hereby,this thesis takes the improvement of the local civil air defense informatization construction as the title.Taking the civil air defense informatization construction of R Province as an example,it uses the theoretical points in public management,project management and SWOT analysis methods to deal with related issues systematically and standardly.The full text consists of five sections:In Section ?,Introduction includes background,significance,basic concepts,theory,literature review,ideas and research methods.In Section ?,we introduce the framework and the operation mechanism of local civil air defense.Then,we explain the organizational structure in the local civil air defense departments and the organizational structure of the informatization management.We take the government information construction management process as a blueprint and build the operation flow of informatization management in local civil air defense.Moreover,from the perspective of the project demand management and the organization management,we analyze the operating mechanism of local civil defense informatization construction management.In Section ?,we detail the problems and causes in local civil air defense informatization management.Then,we outline the development,construction status and characteristics of the civil air defense informatization in China,sum up the five major problems in the civil air defense informatization construction management,and analyze the causes of the problems.In Section IV,Case Study,we take the civil air defense informatization in RProvince as an example.We analyze the universality and particularity for the information construction of the civil air defense in R province.We use SWOT analysis method to study the advantages,disadvantages,opportunities,and threats for the development of civil air defense informatization in R province,and draw the corresponding development strategies.In Section V,we show the improvement of local civil air defense information construction path.We sum up the study of thesis mentioned and propose an improvement path for local civil air defense informatization construction:(1)Follow the framework of the government information construction;(2)Follow the pace of the construction of the military informatization standards;(3)Build a professional and highly qualified talent team;(4)Use the project management organization and management methods;(5)Form a demand-oriented orderly construction;(6)Explore the integration of peacetime and integration technologies...
