A Study On Issues And Countermeasures Of China Civil Defense Engineering Construction

Civil defense engineering is an important means to improve national overall defensive capabilities and save war potential,is also material basis to improve the city capability to resist natural disasters and the survivability of air defense.With profound international strategic pattern adjustment in new era,the information war under high-tech conditions became the main form of war and requires our country to strengthen the construction of civil air defense engineering,in order to effectively maintain war potential,save the war system and defectives.As the urbanization,small urbanization speed up in China,the rapid expansion of urban population,resource shortages,traffic congestion,environmental pollution,etc.Urban disease one of the highlights which has seriously restricted the sustainable development of the city,to enhance the civil air defense engineering functions usually,promote civil air defense engineering development and utilization are put forward the more urgent requirements.Scientific and rational planning and construction of civil air defense projects has become an important subject of civil air defense departments and government administration.In this paper,from the perspective of public administration,make use of literature analysis,research,comparative analysis and benefit analysis method,comprehensive use of public economics,public administration,intensive development of the city,public policy implementation theory,combined with domestic and foreign theory and practice of science of civil air defense engineering construction,to study the problems and performance of civil air defense engineering construction in our country at the present stage,analyzed root reasons of the problem,and put forward countermeasures and suggestions to improve laws and policies,transform ideas and mind,make government management innovation,and optimize military leading system etc.From the theoretical level,this paper demonstrates optimization of civil air defense engineering construction planning,improvement of civil air defense law,transformation of government functions,and straightening out of the civil air defense leadership system.Regarding the problems existing in the process of construction of civil air defense engineering construction,to promote civil air defense engineering disaster prevention function and better integrate into urban disaster prevention and mitigation and underground space development and utilization of practical system,the paper puts forward reasonable countermeasures and suggestions,to enhance the level of scientific and standardization of civil air defense engineering construction,and achieve unity of the civil air defense engineering readiness benefit,social benefit and economic benefit,and promote sustainable development of urban construction.
